Issuance of Electronic Cards to Manage Casino Players

According to Circular 102/2017 of the Ministry of Finance, businesses operating casinos are required to maintain a logbook or issue electronic cards to control all individuals entering and exiting.

According to Circular 102/2017/TT-BTC of the Ministry of Finance, casino businesses must keep a logbook or issue electronic cards to monitor all individuals entering and exiting.

The circular clearly states that casino businesses permitted to pilot allowing Vietnamese nationals to play are responsible for retaining records as stipulated for a minimum period of 5 years from the date they were allowed to enter the casino.

Simultaneously, businesses are obligated to separately account for ticket revenue. The circular also stipulates that casino businesses must maintain a logbook or issue electronic cards to monitor all subjects entering and exiting the casino venue, as per the provisions in Article 14 of Decree 03/2017/ND-CP.

The logbook can be maintained in a written form or electronic information. In the case that businesses control access by issuing electronic cards, they must ensure to have summary reports on subjects entering and exiting similar to the logbook.

The logbook and electronic information must be stored for a minimum period of 2 years to facilitate inspections and audits by state management agencies.

For businesses permitted to pilot allowing Vietnamese nationals to play at the casino venue as stipulated in Decree 3/2017, the logbook for Vietnamese nationals playing at the casino must be stored for a minimum period of 5 years to assist in the review and assessment of the pilot scheme.

The circular also specifies that to participate in gaming at the casino venue, Vietnamese nationals must prove financial capability.

The documents to prove that Vietnamese nationals have adequate financial capacity to participate in gaming at the casino venue include one of the following: documents proving taxable income from grade 3 or higher as per the Personal Income Tax Law within 1 year before entering the casino; documents proving a regular income of 10 million VND/month or higher.
