On December 28, 2018, the Ministry of Labor, Invalids and Social Affairs (MOLISA) issued Circular 48/2018/TT-BLDTBXH regulating the minimum knowledge volume and competency requirements that learners must achieve after graduating from intermediate and college levels in the fields of electrical engineering, electronics, and telecommunications.

In the Regulations on the minimum knowledge volume and competency requirements that learners must achieve after graduating from intermediate level, college level, in the field of management, operation, and repair of power lines and substations with voltage from 110 kV and below issued together with Circular 48/2018/TT-BLDTBXH which regulates the management, operation, and repair of power lines and substations with voltage from 110 kV and below at the intermediate level is a profession where practitioners perform tasks such as installation, management, operation, inspection, maintenance, and repair of the electric grid system from low voltage to 110 kV, meeting level 4 requirements in the Vietnamese National Qualifications Framework.
Practitioners in the Management, Operation, and Repair of Power Lines and Substations from 110 kV and below can work at power companies, electricity transmission companies, power plants, factories, industrial enterprises, managing the operation of substations and electricity supply systems at industrial parks with tasks such as: Installing the electric grid and distribution substations with voltage up to 110kV; installing, inspecting, maintaining, and repairing electrical equipment, electric distribution cabinets, busbar systems, high voltage capacitors, lightning protection systems, and distribution electric grids; handling waste during maintenance, repair of operating equipment on the electric grid; managing the operation of the electric distribution grid up to 110 kV; inspecting, maintaining, and repairing measurement, signal control systems, relay protection and automation, generators, transformers with voltage up to 110 kV; maintaining, repairing transmission lines; operating transformers, circuit breakers, isolating switches, load-breaking switches.
Practitioners in the Management, Operation, and Repair of Power Lines and Substations from 110 kV and below must have sufficient health to work in environments with electricity, work indoors, outdoors, and at heights.
The equipment and tools used in the profession include handheld tools, measuring instruments for electric and non-electric quantities, equipment and means for line installation such as: Winches, pulley blocks, chain hoists, types, geodetic machines, electric welding machines, sag measuring devices, crimping tools for cable ends... computers, labor protection equipment, and fire protection equipment...
Minimum knowledge volume: 1,485 hours (equivalent to 53 credits).
Note, upon graduation, learners have the capability to meet the requirements at job positions in the profession, including:
- Managing the operation of medium and low voltage electric grids;- Maintaining, repairing medium and low voltage electric grids;- Operating 110 kV substations;- Maintaining, repairing 110 kV substations;- Installing power transmission lines with voltage up to 110kV;- Managing, repairing 110kV transmission lines.
