On December 28, 2018, the Ministry of Labor, Invalids and Social Affairs (MOLISA) issued Circular 48/2018/TT-BLDTBXH regulating the minimum knowledge volume and competency requirements that learners must achieve after graduating from intermediate and college levels in the fields of electrical engineering, electronics, and telecommunications.

According to the regulation on the minimum knowledge volume, competency requirements that learners must achieve after graduating from intermediate and college levels in the fields of management, operation, and repair of power lines and substations up to 110kV, issued along with Circular 48/2018/TT-BLDTBXH, the management, operation, and repair of power lines and substations up to 110kV at the college level is a profession where professionals perform tasks such as installation, management, operation, inspection, maintenance, and repair of power grid systems from low voltage to 110kV, meeting the requirements of level 5 in the Vietnam National Qualifications Framework.

Professionals in the field of management, operation, and repair of power lines and substations up to 110 kV can work at power companies, electricity transmission companies, power plants, factories, and industrial enterprises, managing the operation of substations and power supply systems in industrial zones with duties such as: Installing power grid systems and distribution substations up to 110 kV; installing, inspecting, maintaining, repairing electric devices, distribution cabinets, busbar systems, high-voltage capacitors, lightning protection systems, and distribution grids; processing waste during maintenance and repair of operating devices on the power grid; managing the operation of distribution grids up to 110 kV; inspecting, maintaining, repairing measurement systems, signal control, relay protection and automation, generators, and transformers up to 110 kV; maintaining and repairing power transmission lines; operating transformers, circuit breakers, disconnect switches, and load breakers.

Professionals in the field must have adequate health to work in electrified environments, both indoors, outdoors, and at heights.

The tools and equipment used in this profession include hand tools, measuring devices for electrical and non-electrical quantities, construction tools for power lines such as: Winches, hoists, pulleys, surveying instruments, electric welders, sagging devices, crimping tools... computers, personal protective equipment, and fire-fighting equipment...

Minimum knowledge volume: 2,400 hours (equivalent to 86 credits).

Upon graduation, learners will have the competency to meet the job requirements in the field, including:

- Management and operation of medium and low voltage power grids;- Maintenance and repair of medium and low voltage power grids;- Operation of 110 kV substations;- Maintenance and repair of 110 kV substations;- Installation of power transmission lines up to 110 kV;- Management and repair of 110 kV power lines;- Technical management of distribution power grids;- Regulation of distribution power grids.
