Circular 46/2018/TT-BLDTBXH of the Ministry of Labor, Invalids and Social Affairs (MOLISA) promulgates regulations on the minimum knowledge volume and competency requirements that learners must achieve upon graduation from intermediate or college levels in various fields including materials, metallurgy, production, and other technical technologies, which will take effect from February 10, 2019.

According to the Regulations on the minimum volume of knowledge, competency requirements achieved by learners after graduating from intermediate and college levels in the ship hull manufacturing technology sector, issued together with Circular 46/2018/TT-BLDTBXH, ship hull manufacturing technology at the intermediate level belongs to the group of mechanical processing sectors, in the shipbuilding field, undertaking tasks in engineering technology or direct technical labor in positions such as: processing; assembly; launching; and ship launching, meeting the requirements of level 4 in the Vietnam National Qualification Framework.
The tasks in this field are mainly carried out in enterprises, new shipbuilding and repair companies, mechanical and ship mechanical production and business establishments, working conditions and environments in workshops and outside shipyard slopes, with primary materials used including: steel plates, shaped steel, welding rods, welding materials… requiring high technical standards, in an environment with noise and industrial dust; high work intensity according to progress and product volume. The main equipment and tools used in the profession include: metal cutting machines, bending machines, pressing machines, welding machines, cranes, lifting equipment, segment transfer vehicles, metal cutting equipment with combustible gas mixtures or plasma, marking tools, processing, inspection, assembly equipment, and various safety work tools.
This sector plays an important role in achieving economic, social, and national defense goals in the sea, island, and inland water areas of the country, creating ships of increasing quality, diversified in types, meeting effective, safe, and aesthetic exploitation requirements according to international standards, in a modern scientific and technological development condition, with high competition among countries worldwide.
To practice the profession, workers must have good health, knowledge, and skills in Ship Hull Manufacturing Technology, and good professional ethics and conduct.
Minimum knowledge volume: 1,545 hours (equivalent to 52 credits).
