Recently, Circular 39/2013/TT-BGDDT has been issued by the Minister of Education and Training, providing guidelines on specialized inspections in the field of education.
Currently, specialized inspection activities must ensure compliance with legal regulations, accuracy, non-duplication in scope, subjects, content, and inspection time among agencies performing inspection functions; must not hinder the normal operations of the agencies, organizations, and individuals being inspected and must comply with several other principles.

According to Circular 39/2013/TT-BGDDT, the Ministry of Education and Training Inspectorate conducts specialized inspections on the Departments of Education and Training; universities; academies, universities, institutes, colleges, professional secondary schools, other educational institutions; Vietnamese or foreign agencies, organizations, and individuals participating in educational activities in Vietnam.
Furthermore, Circular 39 also stipulates the inspection subjects of the Department of Education and Training Inspectorate: Specialized inspection of the Department of Education and Training, preschool educational institutions, general education, continuing education, special schools; universities, academies, institutes, colleges, professional secondary schools (excluding public higher education institutions, professional secondary schools of Ministries, and equivalent agencies located in the area) according to the state management decentralization on education; Vietnamese or foreign agencies, organizations, and individuals participating in educational activities in the locality.
