Inspection of Inland Waterway Vehicles with a Minimum Fee of 1 Million VND per Vehicle

The Ministry of Finance has just issued Circular 237/2016/TT-BTC stipulating the service fee for technical safety and quality inspection of inland waterway vessels.

The service fee for newly constructed vessel inspection is calculated based on the annual inspection fee for that vessel multiplied by a factor of 12. The minimum fee is not less than 1,000,000 VND/vessel. This fee does not include the inspection fee for industrial product quality used for inland waterway vessels.

The service fee for new construction design appraisal is calculated at 10% of the corresponding new vessel inspection fee. The minimum design appraisal fee is 200,000 VND per design dossier. The service fee for construction design appraisal is calculated at 30% of the new vessel design appraisal fee.

The service fees stipulated in this Circular include value-added tax but do not include the fee for issuing Design Appraisal Certificates and Technical Safety and Environmental Protection Certificates according to the regulations of the Ministry of Finance and costs for accommodation, travel, and communication to conduct inspections in places more than 100 km from the headquarters of the registration agency.

The costs for accommodation, travel, and communication to conduct inspections in places more than 100 km from the headquarters of the registration agency are implemented according to the current regulations of the Ministry of Finance.

In cases of other inspection activities not stipulated in the service price list attached to this Circular, the inspection fee is calculated according to the time taken to perform the inspection at a rate of 200,000 VND/hour. The minimum fee for one inspection is 200,000 VND per inspection.

In cases where the first inspection fails, the inspection fee is still collected according to the service price list attached to this Circular corresponding to the type of inspection. When re-inspecting the vessel, the inspection fee is calculated according to the time taken to perform the inspection as stipulated in Clause 2 of this Article.

This Circular takes effect from January 1, 2017, and replaces Circular 123/2013/TT-BTC of the Minister of Finance.
