This is a notable regulation in Circular No. 43/2015/TT-BCA providing rules on visitation; receipt and sending of letters, money, gifts; and telephone communication for students at educational institutions, and inmates at compulsory education facilities.
Circular 43/2015/TT-BCA stipulates that students of reformatory schools and detainees of compulsory education institutions are allowed to use deposit money, reward money, and other legitimate sources of money through the Purchase Book issued by the General Department of Criminal Judgment Execution and Judicial Assistance according to the following provisions:

- Purchase food, groceries, and goods at the canteen of the reformatory school or compulsory education institution. Each month, a student can purchase food and groceries up to 05 times, and a detainee can purchase food and groceries up to 03 times the average monthly eating ration as prescribed by the State (this ration is converted into money). The money for purchasing goods for personal use is not included in the amount of money for purchasing additional food and groceries for students and detainees;
- Pay for telegrams and phone communications with relatives;
- Send to relatives or receive it back upon completion of the decision.
Additionally, Circular 43 stipulates the issue of receiving money for students and detainees as follows:
- When relatives visit and give Vietnamese money to students or detainees, the officer in charge of organizing visits is responsible for receiving it and guiding the relatives of the students or detainees to complete the deposit procedures at the reformatory school or compulsory education institution;- Each month, students can receive Vietnamese money up to 04 times from their relatives sent via postal service, and detainees can receive it up to 02 times. The principal of the reformatory school or the director of the compulsory education institution shall appoint an officer to go to the post office to receive the Vietnamese money for the students and detainees and complete the deposit procedures as prescribed;- Reward money, overtime pay, and productivity bonuses are transferred to the deposits of students and detainees;- The reformatory school or compulsory education institution shall guide students and detainees to inform their relatives of the address where the students or detainees are serving their decision (team, group, branch, sub-zone) so that relatives can send the Vietnamese money to the correct address;- The receipt of the amounts specified in points a, b, and c of Clause 1 of this Article must be handed over to the officer in charge of deposits for entry in the Monitoring and Management Book; at the same time, inform the students and detainees of the receipt and record this amount into the Purchase Book of the students and detainees.
