Recently, the Minister of Industry and Trade signed and issued Circular 34/2019/TT-BCT stipulating regulations on the energy information system.
According to Article 13 of Circular 34/2019/TT-BCT, the basic infrastructure of the energy information system includes:

- Server room ensuring the operation of the energy information system, including power supply system, lighting, uninterruptible power supply (UPS) equipment, equipment cabinets, air conditioning, fire prevention and fighting equipment, surveillance cameras, access control equipment;- Server equipment;- Storage and data backup devices;- Safety, security, and information protection equipment;- Equipment facilitating access, exploitation, and updating of information;- Infrastructure software including operating systems and related software;- Specialized software for model calculation or estimation, data extraction, and conversion;- Equipment for digitization and digital content creation;- Communication equipment and transmission lines.
Additionally, this Circular stipulates the following two measures for managing the energy information system:
- Regular monitoring and maintenance of the system to ensure continuous and safe operation;- Periodic review and proposal of plans for maintaining, upgrading, and developing the system infrastructure to meet actual needs in each period.
The funding to ensure the establishment, operation, maintenance, and development of the energy information system comes from the following sources:
a) State budget allocated based on the annual estimates of the Ministry of Industry and Trade;
b) Donations from domestic and foreign organizations and individuals;
c) Other legitimate sources of funding as prescribed by law.
