Information that must use metadata in Vietnam (Internet image)

Article 6 of Circular 24/2011/TT-BTTTT stipulates that the information that must use metadata in Vietnam includes:

1. The homepage of the electronic information portal.

2. Information introducing the managing authority.

3. All news and articles in the following sections:

- News, events;

- Information on directives, operations;- Propaganda, dissemination, guidelines for implementing laws, policies;

- Strategies, orientations, plans, development plans.

4. Information pages on:

- Legal normative documents and administrative management documents;

- Online public services;

- Information of each official gazette in the Electronic Gazette section;

- Projects, investment items, bidding, public procurement;

- Programs, scientific topics;

- Statistical reports;

- Foreign language information as stipulated in Clause 1, Article 13 of Decree 43/2011/ND-CP of the Government of Vietnam on providing information and online public services on the information portals or electronic information portals of state agencies in Vietnam.

5. The managing authority is encouraged to create metadata for other information on the electronic information portal.

The creation of metadata is implemented as follows:

- The managing authority is responsible for creating metadata for the information sections on the electronic information portal stipulated in Clauses 1, 2, 3, and 4, Article 6 of Circular 24/2011/TT-BTTTT. For descriptive metadata, the originator of the information will be the one to create the metadata.

- The creation of metadata is implemented by one of the following methods:

- Directly embedding metadata in the source code of each web page according to the syntax described in Appendix II of Circular 24/2011/TT-BTTTT;

- Utilizing tools that allow for the creation of metadata integrated into the electronic information portal system;

- Utilizing independent tools that support automatic metadata creation for each web page. In this case, the managing authority is responsible for ensuring the content of the metadata as stipulated in Article 5 of Circular 24/2011/TT-BTTTT.

More details can be found in Circular 24/2011/TT-BTTTT, which comes into effect in Vietnam from November 15, 2011.
