The populace that gives birth to a third child will be considered for admission into the Communist Party if they meet the conditions outlined in Clause 1, Article 5 of Regulation 05-QD/TW:
- Meets the standards and conditions as per the Charter of the Communist Party, the regulations, guidelines of the Central Government, and the practical requirements of the local Party building work of the locality, unit;
- Is a reputable individual in the agency, unit, or community, highly evaluated by the party committee at their workplace and residence, and by organizations of which they are members, for their performance in duties assigned and their sense of responsibility towards the public;
- Must have a striving period of at least 24 months for the violation of giving birth to a third child, or 36 months for the violation of giving birth to a fourth child, from the date of childbirth to the date of the branch meeting to review the recommendation for admission into the Communist Party.
If the populace has violated population and family planning policies by giving birth to a fifth child or more, they will not be considered eligible for admission into the Communist Party.
Therefore, based on the aforementioned regulations, individuals giving birth to a third or fourth child may still be considered for admission into the Communist Party if they meet the stipulated conditions.
