- Establishments of mass organizations for ensuring security and order: Civil Defense Committees, Civil Guard Teams, Street Self-management Groups, public order self-management, security clubs, neighborhood self-management for security and order, and other self-management organizations and clubs for ensuring security and order.

- Developing exemplary models for security and order, eliminating customs, superstitions, and social evils.

- Establishing checkpoints, security points; maintaining patrol activities by the public to prevent crime.

- Specific policies to mobilize people to participate in ensuring security and order in the area.

Additionally, agencies, organizations, and individuals also have the responsibility to strictly comply with the provisions of the law in the field of administrative management of social order and the regulations in Circular 15/2020/TT-BCA as follows:

- When coming to process procedures and requesting solutions to matters related to administrative management of social order, relevant documents must be presented or attached as regulated; strictly adhere to the office regulations and guidance of officers performing administrative management of social order.

- Detect, report, fight, and prevent acts of violating regulations on administrative management of social order; obstructing or opposing officers performing administrative management of social order.

- Assist and cooperate with officers performing administrative management of social order in the execution of their duties.
