Implementing Salary Classification for Senior Specialist Rank or Equivalent Position

The Ministry of Home Affairs has just issued Circular No. 13/2018/TT-BNV on October 19, 2018, stipulating specific regulations on the salary classification for senior specialist grades or equivalent titles.

Circular 13 regulates salary placement as follows:

- In cases where there has been a period of salary placement in the Senior Specialist rank or its equivalent, the salary grade in the Senior Specialist rank or its equivalent, as well as the period holding managerial positions in Groups, Corporations, and Companies, shall be used to place them in a higher salary grade or calculate the exceeding seniority allowance (if any) according to the regular salary raise policies and exceeding seniority allowance policies of the Senior Specialist rank or its equivalent;- In cases where there has not been any salary placement in the Senior Specialist rank or its equivalent, from the date both the second and third conditions for considering salary placement in the Senior Specialist rank are met, they shall be placed at Grade 1 of the Senior Specialist rank or its equivalent. The period of mandatory social insurance contribution from the date of being placed at Grade 1 of the Senior Specialist rank or its equivalent onwards shall be used to place them in a higher salary grade or calculate the exceeding seniority allowance (if any) according to the regular salary raise policies and exceeding seniority allowance policies of the Senior Specialist rank or its equivalent.
