On August 19, 2024, the Prime Minister of the Government of Vietnam issued Decision 872/QD-TTg on the Implementation Plan for Planning for Bac Kan Province for the period 2021 - 2030, with a vision to 2050 in Vietnam.

The Prime Minister of the Government of Vietnam has issued the Plan to Implement the Planning for Bac Kan Province for the 2021-2030 Period, with a Vision to 2050, with the main contents as follows:

(1) Programs and projects to be implemented

- Regarding public investment projects

+ Focus on implementing technical and social infrastructure investment projects, prioritizing the completion and acceleration of major strategic infrastructure projects, ensuring they are coordinated, modern, and interconnected to promote regional connectivity (Hanoi - Thai Nguyen - Bac Kan - Cao Bang, Lang Son - Bac Kan - Tuyen Quang) associated with economic development corridors; electricity grid, water supply, drainage, irrigation, disaster prevention infrastructure to adapt to climate change, centralized water systems to serve production, living needs, and firefighting...

+ Prioritize the implementation of sustainable agricultural and forestry development projects, enhancing forest fire prevention and firefighting capacities, developing protective forests to meet sustainable forest development requirements, ensuring livelihoods for the people; infrastructure development projects on healthcare, education, culture, sports, social welfare, historical relics, national defense, and security.

- Regarding investment projects using funding sources other than public investment

+ Invest in completing the provincial infrastructure to maximize the effectiveness of the infrastructure works that have been and are being invested in by public investment projects; attract investment to expand and enhance the productivity and efficiency of production and business facilities in the province’s growth poles. Priority investment sectors include: transportation infrastructure, industrial zones, logistics infrastructure; information and communication infrastructure; high-tech application projects in agriculture, forestry, and aquaculture; value chain link projects; high-tech processing and manufacturing industry projects in industrial zones; renewable energy projects; ecological and leisure tourism development; clean water supply; healthcare infrastructure; education, culture, sports, commerce, and services.

- List of projects planned for priority investment and implementation until 2030

+ Orient the list of projects planned for priority investment, investment phases, and implementation resources until 2030 by sector.

+ The scale, land use area, total investment structure, implementation capital, and detailed information of public investment projects and projects using other funding sources outside public investment will be calculated and determined in each specific phase and during the implementation process to ensure compliance with relevant legal regulations.

(2) Land use plan

- Land use plan for Bac Kan Province for the five years 2021-2025:

Implement according to the Decisions of the Prime Minister of the Government of Vietnam: Decision 326/QD-TTg dated March 9, 2022, on allocating national land use targets for the 2021-2030 period, with a vision to 2050, and the national land use plan for the five years 2021-2025, and Decision 227/QD-TTg dated March 12, 2024, on adjusting certain land use targets until 2025; Decision 95/QD-TTg dated November 16, 2023, approving the security land use plan for the 2021-2030 period, with a vision to 2050; Decision 47/QD-TTg dated May 9, 2024, approving the defense land use plan for the 2021-2030 period, with a vision to 2050, and other related regulations to ensure effective, rational, economical, and sustainable land use with a long-term vision, meeting the development requirements of society; ensuring national defense and security; cultural, educational, and sports development; environmental protection and climate change adaptation; creating a driving force for the Province’s development.

- Developing the land use plan for the five years 2026-2030:

+ Implement according to land law regulations based on development needs, ensuring feasibility, efficiency, sustainability, and alignment with national land use orientations, regional planning, the 10-Year Socio-Economic Development Strategy 2021-2030, and the Five-Year Socio-Economic Development Plan of the nation, the Bac Kan Province Planning for the 2021-2030 Period, with a Vision to 2050; ensuring compliance, continuity, inheritance, stability, and hierarchy.

+ Land exploitation must prioritize national defense and security tasks; protecting landscapes and ecological environments to ensure stable and sustainable land use, suitable to the Province’s economic development strategies and goals.

+ Promote the building of synchronized infrastructure, especially regional and inter-regional transport infrastructure connected with the process of forming industrial, tourism, service zones, and the expansion of urban and rural residential areas; allocate appropriate land for the development of trade services, tourism; develop and expand centralized industrial zones; residential areas.

+ Allocate adequate land for cultural, sports, healthcare, education and training purposes, energy works, postal and telecommunications, scientific research,... to meet socio-economic development goals and enhance the material and spiritual lives of the People.

+ Protect and develop forest areas, especially special-use forests and upstream protection forests; maintain a forest coverage rate of 70% to protect the environment.

(3) Resources and the use of resources for planning implementation

To ensure the objective of an average annual GDP growth rate of over 7.5% during the 2021-2030 planning period, Bac Kan Province is expected to mobilize a total social development investment capital of about 105 trillion VND. Of this, the state sector funds will be decided based on the medium-term public investment plan, annual public investment plan, and annual state budget estimates according to public investment law and state budget law; ODA funds will be implemented following ODA management and use regulations; foreign direct investment (FDI) and non-state sector capital depend on the local investment attraction capability; specifically:
