Recently, the Government of Vietnam promulgated Decree 78/2011/ND-CP regulating the coordination between the Ministry of Public Security and the Ministry of National Defense in organizing the implementation of fire prevention and fighting tasks for defense establishments.
How to handle when a facility catches fire, explodes without a firefighting plan? (Illustrative image)
In Article 16 of Decree 78/2011/ND-CP on the mobilization of forces, means, and assets for firefighting, it provides guidance on handling large, complex fires and explosions occurring outside the defense facilities where such facilities do not have a firefighting plan as follows:
- In the event of a large, complex fire or explosion occurring at a defense facility or outside a defense facility that has a coordinated firefighting plan involving multiple forces from various agencies, local organizations, which has been approved by the competent authority, the mobilization will be done according to that plan.
- In the event of a large, complex fire or explosion occurring at a defense facility that does not have a coordinated firefighting plan involving multiple forces from agencies and organizations, the mobilization of forces, means from other agencies, organizations, and facilities to participate in firefighting shall be implemented by the firefighting commander in accordance with the authority stipulated in Article 25 of Decree 35/2003/ND-CP.
- In the incidents of large, complex fires or explosions occurring outside the defense facilities where there is no coordinated firefighting plan involving multiple forces, the firefighting commander is authorized to mobilize forces and means from defense facilities within their management area to participate in firefighting. The head of the defense facility, upon receiving the mobilization order for forces and means for firefighting, must immediately comply or promptly report to the competent authority for implementation. In cases where it is necessary to mobilize forces and means from the military outside their management area, the Director of the Provincial Police, the Director of the Fire Prevention, Fighting and Rescue Department, and the Director of the Fire Prevention, Fighting and Rescue Department shall report to the Minister of Public Security and the Minister of National Defense for a decision.
