How to Handle a Fire at a National Defense Facility?

Recently, the Government of Vietnam has issued Decree 78/2011/ND-CP stipulating the coordination between the Ministry of Public Security and the Ministry of Defense in organizing the implementation of fire prevention and fighting tasks for defense facilities.

Article 14 of Decree 78/2011/ND-CP stipulates the fire fighting procedures at defense facilities as follows:

- When a fire occurs at a defense facility serving socio-economic activities or military purposes, the Firefighting and Rescue Police Force has the right to enter the facility to extinguish the fire according to the approved plan without requiring a request or consent from the head of the agency or the authorized representative of the facility head.

The facility where the fire occurs must provide full information, data, and the situation of the fire and other issues related to fire fighting to the firefighting commander; simultaneously, appoint someone familiar with the terrain and well-acquainted with the characteristics of the facility experiencing the fire or explosion to coordinate and guide safe measures for the firefighting force.

- When a fire spreads or there is a risk of fire spreading from a defense facility serving military purposes to a civilian facility, the defense facility is responsible for cooperating with the facility where the fire spreads or there is a risk of fire spreading to extinguish the fire immediately and notify the local Firefighting and Rescue Police Force.

- When the fire develops complexly or threatens the safety of the forces and means participating in firefighting, the head of the facility or the authorized representative of the facility head must notify the firefighting commander of the Firefighting and Rescue Police Force to take prompt action.
