How Should Vessels Navigate in the Zoning System?

The details of this content are specified in Circular 19/2013/TT-BGTVT of the Ministry of Transport regarding the application of the International Regulations for Preventing Collisions at Sea.

According to Article 10 of Circular 19/2013/TT-BGTVT, the following regulations apply to the traffic separation scheme adopted by the International Maritime Organization and do not lessen the obligations of any vessel under the provisions of any other article.

To be specific, vessels navigating within the traffic separation scheme must follow the instructions in Circular 19 as follows:

- Follow the designated traffic lanes and the common direction specified for that lane;- As far as possible, maintain a course at a safe distance from the separation line or separation zone of the traffic separation scheme;- Generally, vessels must enter or leave the traffic separation scheme at the ends of the scheme, but when vessels must enter or leave from either side within the limits of the traffic separation scheme, they must do so at as small an angle to the general direction as possible.

If practicable, vessels must avoid crossing the traffic separation scheme, but if crossing is necessary, they must do so at as close to a right angle (90°) to the general direction of the route as possible.
