How Do the Ministry of Public Security and the Ministry of National Defense Coordinate in Fire Prevention and Fighting?

This is an important provision stipulated in Decree 78/2011/ND-CP regulating the coordination between the Ministry of Public Security and the Ministry of National Defense in organizing the implementation of fire prevention and fighting operations for defense facilities issued on September 1, 2011.

According to Decree 78/2011/ND-CP stipulating the cooperation in information sharing in fire prevention and fighting between the Ministry of Public Security and the Ministry of National Defense, regulations are as follows:

  1. The Ministry of Public Security is responsible for providing information to the Ministry of National Defense and directing relevant functional agencies to inform corresponding agencies of the Ministry of National Defense about:

- Policies and measures for managing fire prevention and fighting by the State in each period;- The situation of fires and explosions, the results of handling violations in fire prevention and fighting related to the Ministry of National Defense;- The status and situation of fire prevention and fighting at defense establishments that serve socio-economic activities;- Plans and measures for handling large-scale fires and explosions, fires and explosions caused by conspiracies, activities of hostile forces, and terrorism requiring coordinated participation of multiple forces, including military forces in fire fighting, rescue, and relief;- Information on scientific and technical advancements in fire prevention and fighting, and new firefighting techniques and tactics.

  1. The Ministry of National Defense is responsible for providing information to the Ministry of Public Security and directing relevant functional agencies to inform corresponding agencies of the Ministry of Public Security about:

- The list of defense establishments organized and operating for socio-economic purposes;- Statistics and reports on the situation of fires, explosions, causes, and damages caused by fires and explosions at defense establishments as prescribed by the Law on Fire Prevention and Fighting; major firefighting equipment of the military;- The situation and results of fire prevention and fighting activities, propaganda on disseminating laws and knowledge about fire prevention and fighting, organizing forces and building a fire prevention and fighting movement in defense establishments;- Annual plans of the forces under the Ministry of National Defense coordinating with the forces under the Ministry of Public Security in performing fire prevention and fighting tasks.

  1. The exchange of information must be ensured to be prompt, accurate, and specific through documents by the standing agencies in charge of fire prevention and fighting at all levels under the two Ministries, carried out periodically and suddenly.
