How are Crops Damaged by Natural Disasters from 30% or More Supported?

This is a noteworthy provision mentioned in Circular 33/2013/TT-BTC issued by the Ministry of Finance, guiding amendments and supplements to Article 2 of Circular 187/2010/TT-BTC which stipulates the mechanisms and policies for supporting plant varieties, livestock, and aquaculture to restore production in areas damaged by natural disasters and epidemics.

The support level for crops damaged from 30% upwards due to natural disasters or epidemics stipulated in Circular 187/2010/TT-BTC has been amended and supplemented by Circular 33/2013/TT-BTC towards an increase in support amounts, specifically, the new support levels are as follows:

- Area of purebred rice sowing damaged over 70%, support 2,000,000 VND/ha; damage from 30-70%, support 1,000,000 VND/ha;- Area of purebred rice seedlings damaged over 70%, support 20,000,000 VND/ha; damage from 30-70%, support 10,000,000 VND/ha;- Area of hybrid rice damaged over 70%, support 3,000,000 VND/ha; damage from 30-70%, support 1,500,000 VND/ha;- Area of hybrid rice seedlings damaged over 70%, support 30,000,000 VND/ha; damage from 30-70%, support 15,000,000 VND/ha;- Area of maize and various vegetables damaged over 70%, support 2,000,000 VND/ha; damage from 30-70%, support 1,000,000 VND/ha;- Area of perennial industrial plants and fruit trees damaged over 70%, support 4,000,000 VND/ha; damage from 30-70%, support 2,000,000 VND/ha.

Based on the support levels stipulated above and the extent of damage for each type of crop, the Chairman of the Provincial People's Committee, City directly under the Central Government will decide the specific support level directly for the impacted farmer households, farm owners, cooperative groups, and cooperatives in the crop production sector affected by natural disasters and dangerous epidemics, in line with the actual circumstances of the locality.
