Heads of the clinical department are responsible for managing the department of anesthesia - resuscitation in Vietnam

Recently, the Ministry of Health issued Circular 13/2012/TT-BYT providing guidelines on anesthesia and resuscitation in Vietnam.

The  head  of  the  clinical  department  is  responsible  for  managing  the  anesthesia  -  recovery  department,  Circular  13/2012/TT-BYT.

According to Article 9 of Circular 13/2012/TT-BYT, the duties and powers of the head of the department, the head of the clinical department in Vietnam are regulated as follows:

- Manage and operate the activities of the anesthesia - recovery department; organize the coordinated work of the department's constituent parts effectively, ensure quality, and take responsibility before the head of the medical examination and treatment facility for the activities of the department;

- Develop a plan for managing and using human resources, equipment, drugs, and consumable supplies of the department for submission to the head of the medical examination and treatment facility for approval and organize the implementation of the plan after approval;

- Assign anesthesiologists, nurses, and other staff to participate in the surgical team;

- Organize the monitoring and care of patients from the time of admission to the handover to the clinical department;

- Report the results of the activities of the anesthesia - recovery department according to the regulations of the head of the medical examination and treatment facility;

- Organize the implementation of hospital infection control and occupational safety tasks;- Implement quality management work in the department and participate in the hospital quality management work.

Furthermore, Article 10 of Circular 13/2012/TT-BYT also stipulates that in addition to performing common functions and duties according to the head of the department's assignment, doctors in the pre-anesthesia examination department have specific functions and duties as follows:

- Conduct pre-anesthesia examination according to the procedure, evaluate and propose an anesthesia plan for the patient;

- Fully record all the contents according to the pre-anesthesia examination form and attach it to the patient's medical record;

- Request the surgeon to postpone surgery or procedure when the conditions for patient safety are not met and must be recorded in the medical record. If agreement cannot be reached with the surgeon, report to the head of the department for resolution;

- Explain the anesthesia method to the patient, guide, and advise the patient and their family on how to prepare and fulfill pre-anesthesia requirements;

- Participate in academic activities and scientific research, update professional knowledge, participate in training, direction of line, and out-of-hospital emergency tasks as assigned.

More details can be found in Circular 13/2012/TT-BYT, which comes into effect in Vietnam from October 10, 2012.
