Headquarters and Facilities of Vietnamese Diplomatic Missions Abroad

Specifically, according to Clause 4, Article 1 of the 2017 amended Law on Representative Agencies of the Socialist Republic of Vietnam Abroad which supplements Clause 3 to Article 16 of the 2009 Law on Representative Agencies of Vietnam Abroad, the regulations on premises, facilities of the Vietnamese representative agencies abroad are as follows:

- The representative agency shall be headquartered in the receiving country or in the country where the headquarters of the receiving international organization is located. The headquarters of the representative agency must display the national flag, national emblem of the Socialist Republic of Vietnam, and have a signboard with the name of the representative agency.- The State ensures the necessary conditions regarding premises, material foundations, technical means, and equipment for the representative agency and its members to carry out their functions, duties, and powers. The representative agency is equipped with and uses a private communication system to maintain regular and secure contact with competent agencies and organizations.- The management of construction investment projects of the representative agency is conducted as follows:- The management and use of public investment capital for the construction investment project of the representative agency must comply with the provisions of the law on public investment. If necessary, the formulation, appraisal, and decision on investment policies and investment projects can be carried out in a simplified order and procedure.- The implementation of the construction investment project of the representative agency shall be applied according to international treaties, agreements between Vietnam and the receiving country, the law of the receiving country, and the law of Vietnam.- The funding source for the implementation of the construction investment project shall be provided by the state budget and other legal funding sources as provided by law.
