On December 30, 2022, the General Secretary signed and issued Resolution 31-NQ/TW dated December 30, 2022 of the Politburo on the direction and tasks of developing Ho Chi Minh City until 2030, with a vision for 2045.

1. HCMC, Vietnam: Continue to relocate industrial facilities, universities, and hospitals as planned out of the inner city area

In improving the quality of planning, management, and implementation, continue to implement the roadmap to relocate industrial facilities, universities, and hospitals as planned out of the Ho Chi Minh City area; Effectively use the post-relocation land fund to prioritize the construction of public works and social welfare.

At the same time, Ho Chi Minh City urban development should be multi-center, regional connection, green urban area, smart urban area, and harmonious development between rural and urban areas.

Focus on building and creating breakthroughs in urban infrastructure systems; Synchronously combining urban renovation and embellishment with new urban development, ensuring harmonious architecture, and preserving and promoting unique cultural elements;

Reorganize residential life to improve the quality of life during the process of renovation, embellishment, and urban development. Attract all economic sectors to participate in developing social housing, housing for workers, renovating houses along canals, and old apartments.

2. Focus on resolving long-standing, complicated cases, complaints, and lawsuits in HCMC, Vietnam

In the task and solution of strengthening and rectifying the Party and the clean and strong political system, it is determined to focus on resolving outstanding and complicated cases, complaints, and lawsuits in Ho Chi Minh City.

At the same time, focus on citizen reception and properly and promptly resolve the people's legitimate aspirations, especially pressing issues of public concern.

3. By 2045, to develop Ho Chi Minh City to become the economic, financial, and service center of Asia

Specifically, the vision to 2045: Ho Chi Minh City will develop on par with major cities in the world, becoming the economic, financial, and service center of Asia;

As a globally attractive destination with unique economic and cultural development, people have a high quality of life. It is the nucleus of the Ho Chi Minh City region and the Southeast region, the growth pole of the country, and a place that attracts financial institutions and international economic corporations.

In addition, the goal by 2030: Ho Chi Minh City will become a civilized, modern, grateful, dynamic, and creative city with high-quality human resources; a modern service-industrial city; a leader in the digital economy and digital society; an economic, financial, commercial, cultural, educational, science, and technology center of the country; deeply integrated internationally; and have an outstanding position in Southeast Asia.

Average growth is about 8–8.5% per year; GRDP per capita is about 14,500 USD; and the digital economy contributes 40% to GRDP.

More details can be found in Resolution 31-NQ/TW issued on December 30, 2022, requesting the leadership of the National Assembly Party Committee to issue a Resolution to replace Resolution 54/2017/QH14 to allow piloting outstanding mechanisms and policies to develop Ho Chi Minh City;

Develop a mechanism to concretize the implementation of Conclusion 14-KL/TW dated September 22, 2021 of the Politburo; consider perfecting institutions and policies on special urban areas and urban administration; Amend and supplement relevant laws and resolutions to ensure consistency and synchronization, creating a legal basis for implementing and supervising the implementation of the new Resolution.
