Hanoi-Vietnam: Procedures for appraising ODA programs and projects, and foreign non-governmental aids

Recently, the Vietnam Ministry of Education and Training issued Circular 06/2011/TT-BGDDT on the management and use of foreign aid.

Under Article 11 of Circular 06/2011/TT-BGDDT, the appraisal of ODA programs and projects, and foreign non-governmental aid is as follows:

1. Application for appraisal of ODA programs, projects, and foreign non-governmental aid

Includes:

  • An application form for appraisal and approval of the program or project using ODA or foreign non-governmental aid from the ODA program/project owner or foreign non-governmental aid owner;

  • A notification document from the competent authority on the official ODA sponsorship list, or a document from the donor notifying the aid commitment or consideration for funding foreign non-governmental aid ;

  • Program or project document in Vietnamese and English, 10 sets (including at least 01 original set);

  • Agreement documents, memoranda with donors (or donor representatives), documents and responses from relevant agencies during the preparation of ODA programs/projects, foreign non-governmental aid, reports of expert appraisal teams carried out according to donor requirements (if any);

  • Implementation reports on programs and projects (including financial reports) from prior phases for those continuing into subsequent phases.

For used goods, units are only allowed to receive used goods if there is a donor's confirmation document that the goods retain more than 80% of their new usage value (for simple-structured goods) or an evaluation document from an authorized appraisal organization from the donor country confirming that the goods retain more than 80% of their new usage value (for non-simple-structured used goods on the list approved by the Prime Minister). The unit is only allowed to notify the donor to send the goods after the approval decision of the aid by the Ministry.

2. Place for receiving the application for appraisalODA programs, projects, and foreign non-governmental aid

The ODA program/project owner or foreign non-governmental aid owner submits the Application for appraisal of the ODA program/project or foreign non-governmental aid to the Ministry of Education and Training for appraisal and assumes primary responsibility for professional content during the appraisal process.

3. Time limit for appraisal of ODA programs, projects, and foreign non-governmental aid

  • The time limit for appraisal of ODA programs or projects is 15 working days from the date of receipt of a complete and valid appraisal application if it is a technical assistance program/project, and 45 working days if it is an investment program/project.
  • The time limit for appraisal of foreign non-governmental aid is 20 working days from the date of receipt of a complete and valid appraisal application.
  • Based on the feedback received during the appraisal, the ODA program/project owner or foreign non-governmental aid owner submits 10 sets of valid documents or applications to the Planning - Finance Department for submission to the Ministry leadership.
