Hanoi-Vietnam: From October 20, 2020, 10 rights of homeroom teachers of primary schools

On September 04, 2020, the Vietnam Ministry of Education and Training issued Circular 28/2020/TT-BGDDT promulgating the Charter of Primary Schools.

The regulations issued with Circular 28/2020/TT-BGDDT stipulate that teachers acting as homeroom teachers in teaching and educating primary school students  in Vietnam have the following rights:

  1. To receive salaries, allowances, subsidies, preferences and other policies as prescribed; to change the professional title grade; to have their dignity, honor, and health protected, and to enjoy material and spiritual benefits as prescribed.
  2. To autonomously perform professional tasks with the support of the professional group and the school in selecting and adjusting educational content; to apply educational forms and methods, assess students suitable to the students' characteristics and the specific conditions of the school.
  3. To be provided with opportunities for further education and professional training; to receive salary, allowances according to salary and other policies as prescribed when nominated by competent authorities for further education and training.
  4. To receive commendations, awards, and other noble titles as prescribed.
  5. To exercise other rights as prescribed by law.
  6. To attend classes and other educational activities of the students in their class.
  7. To attend meetings of the commendation and reward council as well as other councils when solving issues related to their class students.
  8. To attend training classes and thematic conferences on homeroom duties.
  9. To have the authority to permit individual students to take leave for no more than 03 consecutive days.
  10. To have reduced weekly teaching hours and other rights as prescribed.
