Hanoi-Vietnam: Conditions for graduation, issuance of transcripts, master's degrees, and certificates

On May 15, 2014, the Vietnam Ministry of Education and Training issued Circular 15/2014/TT-BGDDT regarding the Regulations on Master's Degree Training.

The Regulation on Master's Degree Training issued together with Circular 15/2014/TT-BGDDT stipulates the conditions for graduation, issuance of transcripts, master's degrees, and certificates during the master's degree training process in Vietnam as follows:

1. Graduation conditions:

- It is eligible to defend the thesis as per regulations;

- The thesis score is 5.5 or above;

- The thesis submitted has been evaluated and met the requirements or above, with confirmation from the advisor and the council president about thesis corrections following the council's conclusions, including attached copies of the council’s final evaluation and reviewer comments for the training institution to use as reference materials at the library and archive as regulated at Point c, Clause 2, Article 33 of this Regulation;

- The entire thesis has been publicly posted on the training institution's website as regulated;

- Other conditions as specified by the training institution.

2. The Graduation Assessment Council is established by the head of the training institution based on the proposal of the head of the postgraduate management unit. The council is chaired by the head of the training institution or an authorized deputy, with the head of the postgraduate management unit serving as a standing member, and members include heads of specialized units with graduating trainees, representatives from the education inspection, and representatives from units related to the training process (if any). The council is based on the graduation conditions to review, create a list of qualified trainees, and propose the head of the training institution to recognize the graduation.

3. The head of the training institution issues a Decision on graduation recognition, master's degrees, and transcripts based on the Graduation Assessment Council's recommendation.

4. Transcripts issued to trainees must clearly specify the field and specialization of training, the type of training program (research orientation or application orientation), the names of subjects in the training program, the duration of each subject, subject scores, overall average scores of subjects, thesis title, thesis score, and the list of members of the thesis evaluation council.

5. The graduation degree must comply with the current regulations of the Vietnam Ministry of Education and Training.

6. If trainees do not meet graduation conditions, are not subjected to expulsion for disciplinary action, and have reached the training duration limit as regulated at Point c, Clause 3, Article 3 of this Regulation, but have a request, they will be issued a certificate for accumulated subjects in the master's training program by the head of the training institution.
