On June 17, 2024, the Ministry of Health issued Official Dispatch 3341/BYT-BH on promoting communication and organization of activities on the occasion of the 15th anniversary of Vietnam Health Insurance Day.

On June 16, 2009, the Prime Minister of the Government of Vietnam issued Decision 823/QD-TTg regarding the annual July 01 as “Vietnam Health Insurance Day”. In order to continue to propagate and disseminate policies and laws on health insurance; to mobilize people to actively participate in health insurance to achieve the goal of universal health insurance, ensuring that everyone is managed and cared for in terms of health, ensuring the rights and benefits of health insurance participants, while raising awareness and responsibility of those involved in health insurance work and healthcare facilities in improving the quality of healthcare and efficiently utilizing the health insurance fund, the Ministry of Health requests the People's Committees of provinces and centrally-run cities to direct relevant Departments, Committees, and Sectors to strengthen the implementation of communication and dissemination activities on health insurance policies and laws on the occasion of the 15th anniversary of Vietnam Health Insurance Day (July 01, 2009 - July 01, 2024) with the theme “Efficient use of the health insurance fund and improving the quality of health insurance healthcare at grassroots health facilities” as follows:

(1) Direct the health insurance, Health Departments of provinces and centrally-run cities:

- Coordinate with Departments and Sectors to advise the Provincial People's Committee, centrally-run cities to implement communication and dissemination activities on health insurance associated with the implementation of Resolution 20-NQ/TW dated October 25, 2017, of the Central Executive Committee of the Communist Party, Term XII, on strengthening the protection, care, and improvement of people's health in the new situation; Directive 38-CT/TW dated September 07, 2009, of the Secretariat on strengthening health insurance work in the new situation; Directive 25-CT/TW dated October 25, 2023, of the Secretariat on continuing to consolidate, perfect, and improve the quality of grassroots health activities in the new situation; Decision 546/QD-TTg dated April 29, 2022, of the Prime Minister of the Government of Vietnam on assigning targets for implementing health insurance coverage for the 2022-2025 period.

- Organize communication activities on the occasion of the 15th anniversary of Vietnam Health Insurance Day (July 01, 2009 - July 01, 2024), focusing on the period from June 24, 2024, to July 08, 2024, with forms suitable to the actual conditions in the locality such as: meetings, discussions, posting news articles, reports on mass media...; organizing banners and posters to propagate health insurance with the main communication messages as follows:

+ Improve the quality of health insurance healthcare at grassroots health facilities to increase access to medical services for health insurance participants;

+ Efficiently and economically use the health insurance fund to maintain sustainable financial resources in universal health care;

+ Improve the quality of health insurance healthcare for the benefit and health of health insurance participants;

+ Determine to achieve the goal of universal health insurance coverage;

+ Health insurance is a shield for your health;

+ For social security, for our health, participate in health insurance;

+ Strictly comply with health insurance laws to ensure social security and sustainable development of the country;

+ Community health is associated with universal health insurance;

+ Participate in health insurance for sustainable financial resources when sick or ill;

+ Participation in health insurance is the right and responsibility of every organization and individual.

(2) Assign the Health Department to direct healthcare facilities in the area:

- Implement communication and dissemination activities on health insurance appropriate to the actual situation at healthcare facilities;

- Continue to strictly comply with regulations on health insurance laws; improve the quality of healthcare, paying attention to grassroots health; strengthen inspection, prevent wasteful, abuse, and profiteering of the health insurance fund; efficiently utilize the health insurance fund.
