Recently, the Vietnam Ministry of Education and Training issued Circular 21/2020/TT-BGDDT guiding the commendation and emulation in the education sector, including regulations on the establishment of the Innovation Council.

In Article 9 of Circular 21/2020/TT-BGDDT, the regulations on the Innovation Council are as follows:
- The grassroots-level Innovation Council is established by the head of the agency or unit with legal status to provide consultancy to the head of the agency or unit in issuing decisions to recognize grassroots-level innovations. This serves as a basis for evaluating officials and public employees and considering the annual emulation titles and forms of commendation.
- The Innovation Council of the Vietnam Ministry of Education and Training is established by the Minister to advise the Minister to issue decisions recognizing grassroots-level innovations for individuals in units without legal status under the Ministry's authority. It also recognizes the scope and effectiveness of the application of innovations and ministerial-level scientific research topics to serve as a basis for awarding ministerial and state-level emulation titles and commendations.
- The organization and establishment of the Innovation Council shall follow the provisions of Article 8 of Circular 18/2013/TT-BKHCN dated August 1, 2013, issued by the Minister of Science and Technology, guiding the implementation of certain provisions of the Innovation Charter issued under Decree No. 13/2012/ND-CP dated March 2, 2012, of the Government of Vietnam.
