On June 10, 2024, the Government of Vietnam issued Decree 63/2024/ND-CP stipulating the implementation of electronic interlinking of two groups of administrative procedures: Birth registration, permanent residence registration, issuance of health insurance cards for children under 6 years old; death registration, permanent residence deregistration, burial expense settlement, and funeral benefits.
The settlement of applications for interlinked administrative procedures for birth registration, permanent residence registration, and issuance of health insurance cards for children under 6 years old is to be carried out according to Article 8 of Decree 63/2024/ND-CP. To be specific:
After the electronic birth registration application is transferred by the Provincial Administrative Procedure Information System to the Ministry of Justice's common birth registration and management software, civil status officers will perform birth registration procedures on the Ministry of Justice's common birth registration and management software.
- If the application is complete and conformable: The civil status officer performs the birth registration procedure on the Ministry of Justice's common birth registration and management software. The birth registration processing time is on the same working day from when the Ministry of Justice's common birth registration and management software receives the complete application.
After the birth registration result is obtained, the Ministry of Justice's common birth registration and management software will automatically transfer an electronic copy of the Birth Certificate to the Provincial Administrative Procedure Information System to synchronize with the interlinked public service software for completing subsequent administrative procedures and sending the result to the requester.
- If the application is incomplete and non-conformable: The civil status officer performs operations on the Ministry of Justice's common birth registration and management software to send the application status information to the interlinked public service software via the Provincial Administrative Procedure Information System to notify the requester via the National Public Service Portal, VNeID application, and SMS, clearly stating the reasons for non-acceptance and the missing components to be supplemented within no more than one working day from receipt of the electronic application on the system.
If additional components are required, the requester is responsible for completing the application within 7 working days. Failure to supplement within this timeframe will result in rejection of the application.
- Electronic interlinking between the electronic civil status database and the national population database for data connection and sharing to serve procedural operations and issuance of personal identification numbers is carried out on the Ministry of Justice, Ministry of Public Security's operational systems and software.
If there are issues related to the issuance of personal identification numbers during the process, civil status officers will update the issues on the Ministry of Justice's common birth registration and management software. The Ministry of Public Security will take the lead, in cooperation with the Ministry of Justice and the Ministry of Information and Communications, to check, process, and deliver the result within no more than one working day from the date of issue receipt from the Ministry of Justice.
After the Ministry of Justice's common birth registration and management software sends an electronic copy of the Birth Certificate to the interlinked public service software via the Provincial Administrative Procedure Information System, the interlinked public service software will segregate and transfer the electronic application (including forms, the requester’s declarations, and an electronic copy of the Birth Certificate) to the Residence Management Information System for permanent residence registration.
Consent confirmation information from the household head, legal residence owner, or parent/guardian is conducted via the VNeID application or through police procedure processes. The confirmation period via the VNeID application is no more than 5 working days.
- If the application is complete and conformable: The police officer performs the permanent residence registration procedures on the police’s Residence Management Information System.
The permanent residence registration processing time is no more than 2 working days from receipt of the electronic application from the interlinked public service software in cases where the child returns to live with the parent, and the parent is the household head and also the legal residence owner; or the child returns to live with the parent but the parent is not the legal residence owner. Other cases requiring verification as stipulated by the Residence Law will have a processing time of no more than 5 working days from receipt of the electronic application and confirmation information via the VNeID application.
- If the application is incomplete and unsatisfactory: The residence management registration agency will notify the requester via the National Public Service Portal, VNeID application, and SMS, clearly stating the reasons for non-acceptance and the missing components to be supplemented within no more than one working day from receipt of the electronic application on the system.
Upon completion of the birth registration procedure, the Ministry of Justice's common birth registration and management software sends an electronic copy of the Birth Certificate to the interlinked public service software via the Provincial Administrative Procedure Information System, and the interlinked public service software will segregate and transfer the electronic application (including forms, the requester’s declarations, and an electronic copy of the Birth Certificate) to the Social Insurance Sector’s Information System for health insurance card issuance for children under 6 years old.
- If the application is complete and conformable: The Social Insurance agency performs the procedures for issuing health insurance cards for children under 6 years old on the Social Insurance Sector’s Information System. The processing time for issuing health insurance cards for children under 6 years old is no more than 2 working days from receipt of the electronic application from the interlinked public service software.
- If the application is incomplete and unsatisfactory: The Social Insurance agency sends a notification from the Social Insurance Sector’s Information System to the interlinked public service software to notify the requester via the National Public Service Portal, VNeID application, and SMS, clearly stating the reasons for non-acceptance and the missing components to be supplemented within no more than one working day from receipt of the electronic application on the system.
