According to the provisions of Circular 19/2017/TT-BGTVT, when an aircraft deviates from its flight path and reports that it is lost, or when an aircraft is observed or reported to be flying in a designated area but cannot be identified, the following measures must be taken:
1. As soon as it is aware of an aircraft being lost, the ATS unit shall take the necessary actions to assist the aircraft to ensure the safety of that aircraft.
2. If the position of the aircraft is not yet known, the ATS unit must:
- Attempt to establish two-way communication with the aircraft, unless such communication has already been established;- Use available equipment to determine the position of the aircraft;- Notify other ATS units regarding the area where the aircraft is lost or may stray into, taking into account factors that may affect the navigation of the aircraft in all situations;- Inform relevant agencies and units under the Ministry of Defense according to the signed agreements between the parties; provide these agencies and units with the flight plan and other related data pertaining to the lost aircraft;- Request relevant agencies, units under the Ministry of Defense, and other aircraft in flight to assist in establishing communication with the aircraft and in determining the position of the aircraft.
3. Once the position of the aircraft has been determined, the ATS unit must:
- Inform the aircraft of its position and the actions that need to be taken;- Provide other ATS units and relevant agencies and units under the Ministry of Defense with information on the lost aircraft and the information that has been provided to the aircraft.
4. As soon as it becomes aware of an unidentified aircraft within its area of responsibility, the ATS unit shall attempt to establish the identification of the aircraft at positions necessary for providing ATS or as requested by relevant agencies and units under the Ministry of Defense according to agreed methods. The ATS unit shall undertake the following appropriate steps:
- Attempt to establish two-way communication with the aircraft;- Inquire with other ATS units about the flight and request their assistance in establishing two-way communication with the aircraft;- Try to obtain information from other aircraft operating within the area of responsibility.
5. The ATS unit must immediately inform the relevant agency or unit under the Ministry of Defense about the establishment of identification of the aircraft.
