Circular 43/2017/TT-BYT was issued by the Ministry of Health on November 16, 2017, providing specific guidance on the implementation of the wastage rate for medicinal herbs.
Accordingly, the implementation of the wastage rate for medicinal herbs in processing, preservation, and weighing is regulated by Circular 43 as follows:
- In cases where medical treatment facilities purchase unprocessed medicinal herbs, the wastage rate is calculated based on the wastage rate of each processing stage. For example, for unprocessed Huang Qi (Astragalus), the wastage rate is calculated as follows: if using sliced Huang Qi, the maximum wastage rate is 10.0%; if using sugar-processed Huang Qi, the maximum wastage rate is 15.0%.- In cases where medical treatment facilities purchase pre-processed medicinal herbs for further processing, the wastage rate is calculated based on the wastage rate of the processing stage minus the wastage rate of the pre-processing stage. For example, for pre-processed White Peony (sliced), the wastage rate in processing is calculated based on the processing stage wastage rate (18.0%) minus the pre-processing stage wastage rate (14.0%), resulting in a 4% wastage rate.- In cases where medical treatment facilities purchase pre-processed medicinal herbs as per the Ministry of Health regulations, only the wastage rate during preservation and weighing is calculated.- For medicinal herbs or processing methods not listed in the Appendix of Circular 43, the provincial Department of Health will consider and agree with the provincial social insurance agency to decide the wastage rate applicable to traditional medicine treatment facilities in the province, based on the written proposal from the medical treatment facility.
