Guidelines on the 03-Step Procedure for Preparing a Project to Adjust the Land Price Framework

Ministry of Natural Resources and Environment issues Circular 69/2017/TT-BTNMT stipulating the procedures for developing and adjusting the land price framework.

Developing a project for adjusting the land price framework includes the following contents: project implementation scope, types of land for investigation and survey; number of market land price survey questionnaires; number of survey points; human resources, equipment, time, plan, and cost estimate for implementing the project to adjust the land price framework.

Specifically, the process for developing a project to adjust the land price framework is carried out in the following 03 steps according to Circular 69/2017/TT-BTNMT:

Step 1: Collect general information and documents for developing the project, including: geographical location, topography, geomorphology; socio-economic situation, land management, and use affecting the land prices in the economic region that needs land price framework adjustment;

Step 2: Determine the number of provinces, districts, and survey points in the economic region that needs land price framework adjustment. The number of provinces surveyed must account for at least 30% of the total provinces in the economic region that needs land price framework adjustment; the number of districts surveyed must account for at least 40% of the total districts in each surveyed province; the number of survey points must account for at least 50% of the total communes, wards, and commune-level towns in each surveyed district and must represent the minimum and maximum prices of each type of land, type of commune, and type of urban area;

Step 3: Determine the number of parcels to be surveyed at each survey point: The number of parcels to be surveyed for each type of land at each survey point must be at least 06 parcels (at 02 land investigation locations, with at least 03 parcels per location).
