According to Circular 05, the reception of foreign guests attending events organized by the province is carried out as follows:

Reception and Farewell:

- Reception and farewell are only organized at airports, border checkpoints, train stations, or seaports when guests arrive and depart. A working group consisting of several officers led by a provincial department leader is responsible for hosting, seeing off, and assisting guests with procedures upon arrival and departure.

Banquet:

- Foreign guests attending the event are invited to a general banquet according to the common program.- A senior provincial leader and spouse (if any) may organize a private banquet with the heads of delegations and their spouses (if any) and possibly some key members of each delegation.

Working Sessions:

- In addition to the event's general program, if there is a need for exchanges regarding bilateral relations, the province will organize a private working session with the delegation.

Sightseeing:

- Arrange programs for guests to visit local facilities related to the event, and scenic spots in Vietnam as an event activity or a side activity of the event.
