Guidelines for the Process of Establishing Technical and Economic Norms for National Reserve Items

This is the notable content of Circular 108/2013/TT-BTC stipulating the management of economic-technical norms for national reserve goods.

In Article 13 of Circular 108/2013/TT-BTC, guidelines on the procedures and documentation for developing technical and economic standards for national reserve goods are provided and submitted to the competent authority for approval, following these steps:

Step 1: Ministries and sectors assign specialized agencies to draft the standards.

Step 2: Develop the draft technical and economic standards for national reserve goods; seek feedback from relevant agencies; finalize the draft.

Step 3: The Ministry or sector organizes the appraisal of the technical and economic standards, finalizes the draft, and submits an Official Dispatch requesting the Ministry of Finance to assess and issue the standards; the documentation accompanies the following:

- The draft Circular promulgating the standards along with an explanatory statement;- The minutes of the sectoral appraisal of the standards;- Copies of the original documents used as a basis for preparing the draft and other materials;- A summary table of the necessary material and labor costs for developing the standards.

Step 4: Appraisal of the standards: The Ministry of Finance assigns the General Department of State Reserves to carry out the following tasks:

- Receive the documentation for developing the standards from ministries and sectors managing national reserve goods;- Review the validity of the documentation as well as the technical and economic standards for national reserve goods as stipulated in Articles 10, 11, 12, and from Step 1 to Step 3 of Article 13 of this Circular;- Organize the appraisal of the technical and economic standards for national reserve goods as per regulations;- Based on the results of the appraisal, proceed with the procedures for issuing legal normative documents; submit to the Minister of Finance for consideration and issuance of the circular.

Step 5: Issue the technical and economic standards for national reserve goods.
