Recently, the Ministry of Education and Training of Vietnam issued Circular 22/2011/TT-BGDDT stipulating regulations on scientific and technological activities in higher education institutions.
Guidelines for the Process of Developing a Science and Technology Plan at Higher Education Institutions in Vietnam (Illustration)
According to Article 9 of Circular 22/2011/TT-BGDDT, the process of developing science and technology plans in higher education institutions in Vietnam is guided as follows:
- Annually, based on the orientation and objectives for the development of science and technology of the state, ministries and central authorities, provinces, cities, and universities; the needs of enterprises, and socio-economic organizations, universities in Vietnam propose science and technology tasks to the managing authorities.
- Annually, universities in Vietnam determine institutional-level science and technology tasks and other science and technology activities of the university based on the orientation and objectives for the development of science and technology of the university.
Based on the list of science and technology tasks approved by the managing authorities for selection and evaluation, universities in Vietnam organize registration to participate in the selection and evaluation of science and technology tasks at various levels.
- The competent managing authorities in Vietnam approve the selected and evaluated science and technology tasks;
- Universities in Vietnam approve institutional-level science and technology tasks according to each university's scientific and technological activity regulations;
- Universities in Vietnam consolidate the approved science and technology tasks and the institutional-level tasks to submit to the competent managing authorities for approval as part of the annual science and technology plan.
