On June 12, 2024, the Minister, Head of the Government Office, issued Decision 296/QD-VPCP, announcing 02 groups of administrative procedures for electronic inter-agency connection: birth registration, permanent residency registration, and health insurance card issuance for children under 6 years old; death registration, cancellation of permanent residency registration, funeral fee settlement, and inheritance settlement in Vietnam.

According to Decision 296/QD-VPCP, the procedures for registering birth, permanent residency, and issuing health insurance cards for children under 6 years old in Vietnam will be carried out as follows:

(1) Sequence

Step 1. The applicant accesses the National Public Service Portal (at dichvucong.gov.vn) or the VNeID application, selects the "Inter-agency electronic public service for birth registration and death registration" section to submit the online application and pay the fees as regulated.

Step 2. The administrative procedure resolution information system at the provincial level receives the birth registration application from the inter-agency public service software; the system notifies the applicant of the result appointment through the National Public Service Portal, VNeID application, and SMS messages.

Step 3. Birth registration procedure settlement

After the electronic birth registration application is transferred to the shared electronic civil status registration and management software of the Ministry of Justice by the provincial-level administrative procedure resolution information system, civil servants responsible for civil status registration perform the birth registration procedure on the same day of work using the shared electronic civil status registration and management software of the Ministry of Justice.

Step 4. Permanent residency registration resolution and health insurance card issuance for children under 6 years old

After the shared electronic civil status registration and management software of the Ministry of Justice transfers the electronic birth certificate to the inter-agency public service software through the provincial-level administrative procedure resolution information system, the inter-agency public service software separates and transfers the electronic application file (including forms, a completed applicant declaration, and an and an electronic birth certificate) to the residency management information system for permanent residency registration and the Social Insurance information system for health insurance card issuance for children under 6 years old as regulated by relevant laws.

The time limit for permanent residency registration resolution is not more than two (02) working days. In cases where verification is required, the time limit is not more than five (05) working days from the date of receiving the electronic application file and confirmation information via the VNeID application.

The time limit for health insurance card issuance for children under 6 years old is not more than two (02) working days.

(2) Implementation method: online

(3) Document components and quantity

- Document components:

+ Electronic declaration form (Form 01 attached to Decree 63/2024/ND-CP).

+ Electronically signed data of the birth certificate linked from healthcare facilities with the inter-agency public service software. If there is no birth certificate, substitute document components must be attached, as regulated by laws on civil status.

+ In case of registering permanent residency for children at a different address from their parents' permanent residency (with the consent of the parents), document components as regulated by laws on residency must be attached.

The above document components in paper form must be digitized as regulated in Government Decree 107/2021/ND-CP.

- Quantity of documents: 01 set

(4) Settlement time limit: Three (03) working days from the date when competent authorities receive the complete application files as regulated. In case verification is required, the time limit is not more than five (05) working days. If the application is received after 3 p.m., the time limit starts on the next working day.

(5) Subjects of implementation: individuals

(6) Authority to handle administrative procedures

- Birth registration resolution: Commune People's Committee or District People's Committee for cases involving foreigners.

- Permanent residency registration resolution: Commune Police

- Health insurance card issuance for children under 6 years old resolution: District Social Insurance.

(7) Results of administrative procedure implementation

- Electronic Health Insurance Card and Notification of Permanent Residency Registration Resolution are automatically sent to the applicant through the electronic data management system of organizations and individuals on the National Public Service Portal, the VNeID application, and the administrative procedure resolution information system at the ministry and provincial levels. Paper copies of the Notification of Permanent Residency Registration Resolution and Health Insurance Card are provided upon request.

- Electronic and paper copies of the Birth Certificate.

(8) Fees and charges: as regulated by the provincial People's Council.

(9) Requirements and conditions for administrative procedure implementation: Not specified
