This is the regulation that has just been amended in Circular 89/2014/TT-BGTVT issued by the Minister of Transport to amend and supplement certain articles of Circular 29/2009/TT-BGTVT dated November 17, 2009, of the Ministry of Transport guiding the implementation of certain provisions of the Agreement on Facilitation of Cross-Border Transport of People and Goods.
Currently, vehicles under the lawful use of enterprises and cooperatives that have been granted GMS international road transport permits are authorized to receive GMS road transport permits for passenger and goods transportation. Vehicles of enterprises and cooperatives that are granted GMS Road Transport Permits are only permitted to operate passenger and goods transportation across specified corridors, routes, and pairs of border gates as stipulated in Appendix 1 issued along with Circular 29/2009/TT-BGTVT.

In Clause 4, Article 1 of Circular 89/2014/TT-BGTVT, the application dossier for the issuance of GMS road transport permits for vehicles includes:
- Application for GMS road transport permits for vehicles as per the form stipulated in Appendix 2 of this Circular;- Certified copy or copy attached with the original for verification of the GMS international road transport permit;- Certified copy or copy attached with the original for verification of the vehicle registration certificate and the vehicle leasing contract with financial leasing or asset leasing organizations or the vehicle leasing contract between the member and the cooperative if the vehicle is not owned by the transport business unit;- Certified copy or copy attached with the original for verification of the technical safety and environmental protection inspection certificate;- Certified copy or copy attached with the original for verification of the third-party motor vehicle owner liability insurance certificate.
Department of Transport of provinces and centrally run cities having border gates implementing the GMS Agreement grants permits to vehicles owned by enterprises and cooperatives located in the local area. For enterprises and cooperatives in provinces and centrally run cities without border gates implementing the GMS Agreement, vehicle permits may be requested from the Vietnam Road Administration or the Department of Transport with border gates implementing the GMS Agreement.
The process for granting GMS road transport permits for vehicles is as follows:
Step 1: Enterprises, cooperatives submit one set of documents to the permitting authority. The permitting authority receives and inspects the documents; if submitted directly and they are incomplete, the permitting authority shall notify the enterprise, cooperative immediately within the working day to request supplementation and completion of the documents. If documents are submitted via postal systems or other appropriate forms and are incomplete, within 2 working days from the receipt of the documents, the permitting authority must send a written request to the enterprise, cooperative for supplementation and completion of the documents.
Step 2: Within 2 working days from the receipt of complete documents conformable, the permitting authority must issue the permit; in case of refusal to issue, a written response with clear reasons must be provided.
