On May 28, 2024, the Ministry of Culture, Sports, and Tourism issued Guidance 2229/HD-BVHTTDL for organizing the Sports Festival at all levels towards the 10th National Sports Festival in 2026 in Vietnam

Guidelines for organizing the progressive levels of the National Sports Festival towards the 10th National Sports Festival in 2026

The Ministry of Culture, Sports, and Tourism provides guidance to localities on the organization of the Sports Festival at all levels towards the 10th National Sports Festival in 2026 in Vietnam, with several key tasks to be implemented:

(1) Directing the organization of the Festival at all levels

The People's Committees of provinces and centrally-affiliated cities shall establish Steering Committees and Organizing Committees for the local-level Sports Festival; issue plans and guidelines for organizing the Festival at their respective localities.

To gain experience in directing and guiding the organization of the progressive levels of the Sports Festival, each province and centrally-affiliated city should select 1 to 2 units to organize pilot festivals at the commune and district levels.

(2) Organizing the Opening and Closing Ceremonies of the Festival

* Decoration of the Opening Ceremony: ensuring solemnity; around the area where the Opening Ceremony is held, banners and propaganda posters about sports activities and achievements in the local economic, cultural, and social sectors shall be displayed.

* Main contents of the Opening Ceremony include:

- Flag-raising and national anthem singing;

- Declaration of purpose and introduction of delegates;

- Lighting the traditional flame;

- Opening speech of the Festival;

- Oath of athletes;

- Oath of referees;

- Presenting commemorative flags to participating units.

- The organization of parades, displays of force, artistic performances, synchronized sports demonstrations, etc. is decided by the local Festival.

* Closing Ceremony:

Includes the overall summary of the festival and commendations for delegations, athletes, coaches, teams, and individuals with outstanding achievements in directing and organizing the progressive levels of the sports festival.

(3) Organizing sports competitions

The organization of sports competitions at the progressive levels of the Sports Festival must be suitable for the local conditions, prioritizing strong sports disciplines and traditional sports that are popular and widely practiced by the people.

The management of sports competitions must adhere to the laws and regulations of the Festival, with a spirit of sportsmanship, unity, honesty, objectivity, and fairness.

Based on the specific conditions of each locality, units can organize some sports disciplines before the Opening Ceremony and organize the remaining disciplines and the Conclusion Ceremony of the Festival.

(4) Preparation of infrastructure, venues, and budget

Based on their specific conditions and capabilities, localities and units should proactively renovate and upgrade infrastructure, equipment, and sports facilities to serve the organization of sports competitions in the festival, ensuring safety, efficiency, and cost-effectiveness.

The budget for renovating, upgrading infrastructure, and organizing the progressive levels of the Sports Festival is allocated from the state budget and other legal sources, while also mobilizing social funding sources to enhance the socialization of funding for the renovation, upgrading of infrastructure, and organization of the Festival.

(5) Propaganda Work

Enhance propaganda work to create a profound transformation in the awareness of all levels, sectors, and society as a whole regarding the benefits and effects of physical education and sports in improving health, physical fitness, contributing to comprehensive development, and creating a joyful, enthusiastic atmosphere among the people. Emphasize the responsibility, concern, and guidance of the CPV committees, authorities, and society as a whole towards physical education and sports; actively mobilize people to participate in physical training and sports, effectively implement the campaign "Whole Nation Exercises to Follow the Example of Great Ho Chi Minh" and the movement "Whole Nation Solidarity in Building Cultural Life."

- Propagate and educate athletes on ethics, morality, personality, and lifestyle, promoting cultural living norms and resolutely eliminating negative behaviors in sports; actively commend groups and individuals with outstanding achievements in physical education and sports activities at the grassroots level and in the organization of sports festivals at all levels.

- Some propaganda slogans for sports festivals at all levels: "Whole Nation Exercises to Follow the Example of Great Ho Chi Minh," "Stay Fit to Build and Protect the Fatherland," "Stay Fit for Career Success and National Defense," "Sports - Unity - Honesty - Nobility - Progress," "Faster - Higher - Stronger," and slogans that reflect the political tasks of the locality and sectors.

- Regularly broadcast news, propaganda songs about physical education and sports on the local radio, television, and broadcasting stations during the preparation and organization of sports festivals at all levels.

- Provinces and centrally-affiliated cities can create and use their own symbols and logos for sports festivals at the local level.
