On July 30, 2024, the Ministry of Education and Training of Vietnam issued Official Dispatch 3935/BGDDT-GDTrH regarding guidelines for implementing tasks​ for secondary education for the academic year 2024-2025 in Vietnam

Guidelines for implementing tasks​ for secondary education for the academic year 2024-2025 in Vietnam

To be specific, in implementing the tasks for the academic year 2024-2025, the Ministry of Education and Training of Vietnam (MOET) requests Departments of Education and Training (DOET) to direct and execute secondary education tasks with the following main contents:

* General Tasks

- Implement the General Education Program 2018 for all grades, focusing on adequately preparing the conditions for deploying General Education Program 2018 for grades 9 and 12, ensuring the completion of the academic year program and enhancing the quality of secondary education. Prepare to organize a summary evaluation of the implementation of General Education Program 2018 for the period 2020-2025.

- Effectively implement teaching methods, forms of teaching organization, testing, and evaluation aimed at developing students' qualities and competencies; diversify forms of organizing integrated educational activities to develop students' skills; promote and enhance the quality of STEM education, career guidance, and orientation for student streaming after lower secondary and upper secondary education.

- Focus on developing the network of schools and classes; enhance facilities and teaching equipment ensuring the requirements for deploying General Education Program 2018; improve the quality of universal secondary education.

- Focus on developing the team of teachers and educational managers ensuring the quality of General Education Program 2018 implementation; pay attention to regular training and professional development to enhance the expertise and skills of the teaching staff.

- Effectively manage education and school administration; ensure democracy, discipline, order, quality, and efficiency in secondary education institutions; organize good emulation movements. Strengthen counseling, guidance, supervision, inspection, and audit according to authority.

- Implement effective and practical digital transformation in teaching and educational management; focus on digital transformation in managing students' learning and training results.

* Specific Tasks

For example, the task of enhancing conditions to ensure the quality of secondary education and improving the quality of universal lower secondary education includes:

- Developing the network of schools and classes

+ Develop the network of schools and classes associated with the conditions ensuring the quality of secondary education. Continue to invest resources in building national standard schools aligned with the national target program on new rural construction.

+ Continue to innovate the organizational model and management of specialized upper secondary schools to meet the goal of developing students' talents in certain subjects, achieving good outcomes in training and learning, while ensuring comprehensive general education, creating a source for talent training to meet the country's development requirements.

- Developing the team of teachers and educational managers

+ Effectively recruit teachers to ensure the quantity and quality, balance the structure, especially for subjects such as Informatics, Foreign Languages, Fine Arts, Music, Natural Sciences, History, and Geography to meet General Education Program 2018 implementation requirements. Continue to follow the roadmap to enhance the training qualifications of lower secondary school teachers according to the regulations of the Government of Vietnam.

+ Regularly review and supplement the core team of teachers for subjects and educational activities; effectively use the core team of teachers and core managers of general education institutions to conduct widespread teacher and managerial training; link textbook training with regular training content and the content of specialized team activities within schools and school clusters. Enhance the effectiveness of training for managers and teachers involved in career guidance and counseling for secondary students.

- Ensuring textbooks and local educational materials

+ Maximize the role of professional autonomy for teachers and educational institutions in organizing the selection of textbooks as prescribed. Coordinate with Publishers to train teachers in textbook use and supply textbooks promptly before the start of the academic year 2024-2025, and prepare for subsequent academic years, ensuring timeliness, quality, and conformity.

+ Complete the organization of compiling, appraising, and supplying local educational materials for grades 9 and 12 (for localities that have not completed) promptly for the academic year 2024-2025.

- Enhancing educational facilities and teaching equipment, learning resources

+ Ensure the conditions for facilities and minimum teaching equipment as per regulations to effectively implement academic year tasks; invest in and maximize the use of school facilities to organize teaching for more than 06 sessions/week, ensuring proactive and flexible program implementation.

+ Continue to develop digital learning resources to support teachers in organizing teaching, testing, and evaluation to ensure quality and effectiveness.
