Guidelines for Estimating Costs for Repairing and Renovating Facilities

This is the content stipulated in Circular 92/2017/TT-BTC issued by the Ministry of Finance on September 18, 2017, which regulates the preparation of estimates, allocation, and settlement of funds for the repair of facilities.

The estimation preparation is guided by Circular 92 as follows:

- Annually, based on the guidance for formulating the state budget estimate from competent authorities, and the tasks to be performed in the planned year, agencies and subordinate units shall prepare an estimate of funds for repairs, maintenance, renovation, upgrade, and expansion of physical facilities to be integrated into their respective agency or unit's estimate; submit it to the central and local governing bodies (level I estimating units) for review and integrated into the estimate of the level I estimating units for submission to the financial authorities of the same level for approval by the competent authorities;

- The accompanying documents to the estimate for funds for repairs, maintenance, renovation, upgrade, and expansion of physical facilities include:

- Detailed explanation of the project name; objectives of repair, maintenance, renovation, upgrade, expansion;- Necessity and reasons for implementation; approval documents from competent authorities;- Expected workload; start time, end time;- Estimate of funds according to various capital sources and annual implementation phases.
