On June 21, 2024, the Minister of Public Security (Hanoi, Vietnam) issued Circular 24/2024/TT-BCA stipulating the organization of anniversaries and traditional days in the People's Public Security.

Guidance on organizing the celebration of the Traditional Day of the People's Public Security in Vietnam

According to Article 4 Circular 24/2024/TT-BCA, the organization of the celebration of the Traditional Day of the People's Public Security and the Festival of “All People Protect National Security” in Vietnam is guided as follows:

(1) Full Year

- Organizing the Ceremony to celebrate the Traditional Day of the People's Public Security, the Festival of “All People Protect National Security,” and receiving commendations from the Communist Party and the State for the People's Public Security force (if any);

- Coordinating with the Central Propaganda Department to compile and issue propaganda guidelines and outlines;

- Organizing the “For National Security” Emulation Congress, “For National Security” Sports Congress, “Command, Military, Martial Arts Competition,” “Professional and Public Art Performance Festival of the entire People's Public Security force”;

- Organizing exhibitions, publishing publications; creating and performing special art programs to serve officers, soldiers, and the public; opening specialized pages and sections for widespread propaganda about the event;

- Organizing mass mobilization activities, gratitude, and merit acknowledgment.

(2) Ending in 5

- Organizing commemorative activities stipulated in points c, d, and e of this Article;

- Organizing the meeting to commemorate the Traditional Day of the People's Public Security, the Festival of “All People Protect National Security,” and receiving commendations from the Communist Party and the State for the People's Public Security force (if any). Compiling and issuing propaganda outlines.

(3) Other Years

- The Ministry of Public Security organizes traditional meetings for generations of officials, leaders, youth members, women members, and outstanding union members in the People's Public Security and receiving commendations (if any);

- Units and local Public Security organize propaganda about the event, traditional educational activities, visual, cultural, artistic, physical activities, and discussions;

- Enhancing emulation activities to celebrate; organizing return-to-source activities, gratitude, and merit acknowledgment.

(4) Authority to Approve Celebration Plans

- Full Year and Ending in 5

+ The Department of Party Work and Political Work takes the lead, cooperating with relevant units and localities to develop the plan for organizing celebratory activities to report to the Ministry of Public Security leadership for consideration and decision.

+ Heads of unit and local Public Security and political-social organizations base their plans on the Ministry’s plan to develop plans to organize celebratory activities.

- Other Years

The Department of Party Work and Political Work provides guidance on organizing celebratory activities.

Time to issue plans for organizing celebratory activities in the People's Public Security in Vietnam

According to Clause 6, Article 3 Circular 24/2024/TT-BCA, the time to issue plans for organizing celebratory activities in Vietnam is as follows:

- Traditional Day of the People's Public Security and the Festival of “All People Protect National Security”: For full years, plans must be issued at least 1 year before the anniversary. For ending-in-5 years and other years, plans must be issued at least 6 months before the anniversary;

- The People's Public Security Learning Day, implementing the Six Teachings of Uncle Ho in conjunction with the Traditional Day of the Public Security Building Force; traditional days of the forces; the establishment anniversary, traditional days of unit and local Public Security must issue plans at least 6 months before the anniversary;

- Establishment anniversaries, traditional days of political-social organizations in the People's Public Security; establishment anniversaries, traditional days of district, town, district-level town, and equivalent Public Security units must issue plans at least 3 months before the anniversary;

- Establishment anniversaries, traditional days of commune-level Public Security units (commune, ward, town-level town) must issue plans at least 1 month before the anniversary.
