The following article addresses the numbering of houses in alleys in Vietnam starting from October 15, 2024, as stipulated in Circular 08/2024/TT-BXD.

On August 30, 2024, the Minister of Construction issued Circular 08/2024/TT-BXD regulating the numbering and installation of house number plates and construction works.

1. Guidance on numbering houses in alleys in Vietnam from October 15, 2024

According to the regulations in Article 7 of Circular 08/2024/TT-BXD, the numbering of houses in alleys in Vietnam is as follows:

- For numbering houses in alleys, it is done as follows:

+ In cases where the alley does not have its own name: the alley is named according to the main street house number located immediately before the alley entrance (with a smaller house number);

+ The numbering principles are applied similarly to the regulations outlined in Clauses 1, 3, 4, and 5 of Article 6 of Circular 08/2024/TT-BXD;

+ The direction of house numbering in alleys: in cases where the alley connects between two streets and has been named, the direction is from the house at the alley entrance adjacent to the street to the alley's end.

In cases where the alley connects between two streets and has not been named, the direction of house numbering starts from the house at the alley entrance adjacent to the street with a larger cross-section to the alley’s end.

In cases where the alley has a single entrance to the street, the direction of house numbering starts from the house at the alley entrance adjacent to the street to the alley’s end.

- For numbering houses in sub-alleys, it is done as follows:

+ In cases where the sub-alley does not have its own name: the sub-alley is named according to the adjacent alley house number located immediately before the sub-alley entrance (with a smaller house number);

+ The numbering principles are applied similarly to the regulations in Clauses 1, 3, 4, and 5 of Article 6 of Circular 08/2024/TT-BXD;

+ The direction of house numbering in sub-alleys: in cases where the sub-alley connects between two alleys and has been named, the direction is from the house at the sub-alley entrance adjacent to the alley to the sub-alley’s end; in cases where the sub-alley connects between two streets and has not been named, the direction of house numbering starts from the house at the sub-alley entrance adjacent to the street with a larger cross-section to the sub-alley’s end. In cases where the sub-alley has a single entrance to an alley, the direction of house numbering starts from the house at the sub-alley entrance adjacent to the alley to the sub-alley’s end.

- In cases where houses in alleys have specific characteristics, the district-level People's Committee decides the numbering.

2. 04 Requirements for Numbering and Installing House Number Plates in Vietnam from October 15, 2024

The requirements for numbering and installing house number plates in Vietnam are provided in Article 4 of Circular 08/2024/TT-BXD including:

- Ensure the identification of house addresses and facilitate organizations and individuals in receiving information, communication, civil transactions, commercial transactions, and other transactions.

- Contribute to urban and rural enhancement, improve administrative, residential management efficiency, fire prevention, security, and order according to legal regulations.

- The numbering and installation of house number plates must be consistent with the house address in the application for a Certificate of Land Use Rights, house ownership, and other assets attached to the land.

- Ensure the management of information and data about the addresses of organizations and individuals; ensure integration, connection, sharing with the national database on residents, national land database, and related databases when required.
