On July 30, 2024, the Ministry of Education and Training issued Official Dispatch 3899/BGDDT-GDTH on guidance on implementation of digital citizenship education at the primary level in Vietnam.

The Ministry of Education and Training of Vietnam (MOET) guides the Departments of Education and Training (DOET) to organize the implementation of digital citizenship education in educational institutions implementing the primary education program in Vietnam as follows:

(1) Content of digital citizenship education

The digital literacy framework serves as the basis for determining the content of digital citizenship education for each form of digital citizenship education organization. The digital citizenship education content for Primary level includes the Primary level Informatics curriculum and contents based on the digital literacy framework for primary students. The digital citizenship education contents are chosen to meet seven competence domains of the digital literacy framework, containing 26 sub-competencies. Each sub-competence is described in detail, clarifying the knowledge, skills, and achievement levels of students corresponding to each competence domain and sub-competence, ensuring measurability.

(2) Forms of Organizing digital citizenship education

- Teaching Informatics subject as per 2018 Primary Education Program

The Informatics subject is compulsory in the 2018 Primary Education Program. The program is designed to play the leading role in educating and developing Informatics competencies through various content themes and three intertwined knowledge strands.

With five sub-competencies, seven content themes, and three intertwined knowledge strands meeting the 7 competence domains of the digital literacy framework, the 2018 Informatics curriculum has a structure and content that aligns with the digital literacy framework. Implementing Informatics teaching as per the 2018 curriculum is a primary form of digital citizenship education. This is the fundamental and main form of digital citizenship education for primary students.

- Integrating digital citizenship education within the teaching of subjects and educational activities

All subjects and educational activities (hereinafter referred to as subjects) in the 2018 Primary Education Program contain content and opportunities to develop Informatics competencies and implement digital citizenship education for students. Thus, integrating digital citizenship education content into subject teaching is a feasible and effective solution for primary students.

In integrating digital citizenship education teaching, teachers are tasked with researching the subject curriculum, referencing it with the digital literacy framework to build a teaching plan, defining clear addresses, content, forms of integrating digital citizenship education; creating lesson plans ensuring the objectives and requirements of the lesson while effectively integrating digital citizenship education content to develop one or several sub-competencies within one or multiple competence domains of the digital literacy framework. Integrated digital citizenship education teaching in primary subjects focuses on both intra-subject and inter-subject integration. The design and organization of integrated lessons can use the STEM lesson format following either the engineering design or scientific research process.

- Enhanced digital citizenship education Teaching

Enhanced digital citizenship education teaching involves supplementing and intensifying the digital citizenship education content and duration in the school education plan. For first and second grade students, intensified digital citizenship education content aims to “form early the essential skills for digital citizens” and lays a foundation for easier access and learning of Informatics in grades 3, 4, and 5. For grades 3, 4, and 5, increased content, and duration are provided based on themes, knowledge strands, and competence domains to consolidate and deepen the Informatics curriculum, allowing students to explore, research, and expand Informatics knowledge, develop Informatics competencies aligning with the digital literacy framework.

Enhanced digital citizenship education teaching is usually organized as lessons/sessions on the class scale, spread evenly through weekly sessions (1-2 sessions/week) or as thematic phases during the school year. Based on the digital literacy framework and practical conditions, educational institutions develop enhanced digital citizenship education plans with appropriate content and duration.

- Organizing digital citizenship education Clubs

digital citizenship education clubs are organized to meet the needs and desires of students with talents, skills, and interests. The content for each club typically includes topics, modules, and knowledge strands corresponding to one or several competence domains of the digital literacy framework.

Based on specific conditions of educational institutions and the needs and desires of students, schools choose suitable content and organizing forms for clubs, develop club plans and programs to create creative playgrounds for students to utilize and aggregate knowledge and skills from various fields (subjects, content themes); promote talents and interests; develop competencies and qualities meeting the digital literacy framework.
