Guidance on Implementation of Crop Structure Conversion on Rice Cultivation Land

Decree 62/2019/ND-CP supplements the provisions on guidelines for the procedures to register the transformation of crop structure on rice cultivation land, specifically as follows:

Subjects who wish to transform the crop structure on rice cultivation land must submit 01 registration form to the Commune People's Committee according to the template in Appendix I issued together with Decree 62/2019/ND-CP including:

- Legal users of rice cultivation land such as domestic agencies, organizations, households, individuals, and foreign organizations, individuals (land users) who wish to switch to planting annual crops, rice cultivation combined with aquaculture;- Domestic households and individuals legally using rice cultivation land who wish to switch to perennial crops.

If the registration form is invalid, within 03 working days, the Commune People's Committee must guide the land users to correct and supplement the registration form.

If the registration form is valid and conforms to the plan for the transformation of crop structure on rice cultivation land of the Commune People's Committee, within 05 working days, the Commune People's Committee shall provide the opinion "Agreement for transformation", stamp the Registration Form, enter it into the monitoring book, and return it to the land users.

In case of disapproval, the Commune People's Committee must respond in writing according to the template in Appendix II issued together with Decree 62.

Refer to other regulations in Decree 62/2019/ND-CP which took effect from September 1, 2019.
