Below, Thu Ky Luat would like to introduce to the readers the guidelines for evaluating and classifying party members at the end of 2016.
Evaluation of Communist Party members at the end of the year is based on the following documents:
- Guideline 27-HD/BTCTW of 2014 on collective and individual self-criticism, evaluation, and classification of the quality of grassroots party organizations and party members, issued by the Central Organization Committee.- Guideline 03-HD/DUK dated November 15, 2016, from the Party Committee of the Central Agency Bloc on collective and individual self-criticism, evaluation, and classification of the quality of party organizations and party members in 2016.- Official Dispatch 1825-CV/BTCTW dated November 18, 2016, from the Central Organization Committee regarding self-criticism, evaluation, classification of the quality of grassroots party organizations, party members in 2016, and the content of branch activities according to the spirit of NQTW4, 12th tenure, Directive No. 05-CT/TW.
Supplementary provisions for self-criticism and criticism evaluation; classifying the quality of grassroots party organizations and party members in 2016
Apart from implementing Guideline 27-HD/BTCTW dated September 25, 2014, from the Central Organization Committee regarding the review of the implementation results of Directive 05-CT/TW, the following supplementary provisions are added:
Self-criticism and criticism review
Focus on identifying and clearly defining signs of ideological, political, moral, lifestyle degradation, "self-evolution", "self-transformation" within the inner ranks, as pointed out by the Central Party in the Resolution of the 12th Party Central Committee to serve as a basis for self-criticism and criticism at various party levels, organizations, officials, and members.
Additional guidelines for review suggestions: In places with complex issues, public dissatisfaction, or signs of degradation, "self-evolution", "self-transformation", the superior level provides written suggestions for review, requests reports for explanation, and directly oversees and directs the review process. Party committees and grassroots branches should offer review suggestions to collectives and individuals within their party cells and branches.
Additional organization and implementation:
- Those party organizations, branches, and members who have completed the 2016 review, evaluation, and classification should conduct a supplementary review, evaluation, and classification, according to Official Dispatch 1825-CV/BTCTW.- During the review process, if severe signs of ideological, political, moral, lifestyle degradation, "self-evolution", "self-transformation" are detected within a collective or individual, the review should be halted for inspection, investigation, clarification, and prompt resolution as per regulations.- Additional reporting requirements for party committees: The standing committees of the provincial and district party committees should conduct the review of the collective and individuals, seek feedback from equivalent party committees before reporting to the immediate superior level. Post-review, grassroots party committees should report to the immediate superior party committee.
Evaluation and classification of the quality of grassroots party organizations and members
- For party committees and branches: Add content on the effectiveness of the fight against and overcoming ideological, political, moral, lifestyle degradation, signs of "self-evolution", "self-transformation"; leadership, management, especially the heads, should lead by example; results of leadership, direction, and monitoring of studying and following Ho Chi Minh's ideology, morals, and style by party committees and branches.- For members: Add content on overcoming ideological, political, moral, lifestyle degradation, signs of "self-evolution", "self-transformation"; personal results in studying and following Ho Chi Minh's ideology, morals, and style.
Supplementary provisions for party cell activities
In addition to activities mentioned in Guideline No. 09-HD/BTCTW dated March 2, 2012, from the Central Organization Committee, the following points are added:
- Incorporating the study and following of Ho Chi Minh's ideology, morals, and style as outlined in Directive 05-CT/TW dated May 15, 2016, from the Politburo into the regular activities of party cells.- Regularly self-criticize and criticize signs of ideological, political, moral, lifestyle degradation, "self-evolution", "self-transformation" within the inner ranks; urge and remind cadres and party members in the party cells to adhere to commitments regarding maintaining moral qualities and lifestyle without signs of degradation, "self-evolution", "self-transformation".
Evaluation and classification of quality as per Guideline 03-HD/DUK
The evaluation and classification of the quality of grassroots party organizations and members are carried out at the end of the year, in conjunction with the agency or unit's annual review. Evaluate and classify the quality of officials and public employees first, then party members; the government (agencies, units) and mass organizations first, followed by party organizations at the same level.
For party organizations
Subjects:
- Grassroots party committees, branches (including grassroots party committees where the party committee is granted some superiors' authority)- Subordinate branches, branches directly under the party committee.- Implement the pilot policy of the Central Party; upper-level party committees evaluate and classify according to their assigned functions and tasks, adapting the evaluation method of grassroots party organizations.
Contents:
- Performing political tasks (40 points);- Ideological and political work (20 points);- Organization and cadre work, and building party committees and branches (15 points);- Leadership in building the government (agencies, units) and political-society organizations (15 points);- Inspection, supervision, and disciplinary work (10 points).
Quality classification:
- Clean and strong party committee (branch): Excellent completion of all assigned tasks with a score of 90 points or more and meeting the following conditions:- The standing committee and executive committee's collective are united and excellently complete their tasks;- Cells and branches operate properly; branches have 100% of members achieving "Completion of tasks" and above, or party committees have 100% of subordinate organizations achieving "Completion of tasks" and above;- The government and political-society organizations at the same level have the highest quality classification.
The number of classified "Clean and strong" grassroots party organizations should not exceed 50% of total grassroots party organizations of the subordinate party committees. The higher-level party committees should consider and select some exemplary "Clean and strong" grassroots party organizations for commendation and reward; the number of rewarded organizations should not exceed 20% of the total classified as "Clean and strong".- Well-performing party committee (branch): Good completion of all assigned tasks with a score of 70 to below 90 points, or achieving 90 points or more but not meeting the "Clean and strong" criteria and ensuring the following conditions:- The standing committee and executive committee's collective are united and complete their tasks well; no members of the executive committee or senior cadres of political organizations at the same level are disciplined (except cases where the party organizations actively detect and positively address the issues);- The government and political-society organizations at the same level achieve the second-highest quality classification or higher.- Party committee (branch) completing tasks: Basic completion of assigned tasks with a score of 50 to below 70 points, or achieving 70 points but not meeting the criteria for "Well-performing".- Weak party committee (branch): Failing many assigned tasks, scoring below 50 points, or scoring 50 points and having one of the following shortcomings:- Internal divisions within the executive committee or standing committee.- Allowing corruption, negative behaviors, ideological, political, moral, lifestyle degradation leading to party members being disciplined.- Government of the same level having the lowest quality classification.- At least one political-social organization having the lowest quality classification.- More than one-third of the subordinate party organizations classified as "Weak"; more than half of the party members classified as "Not completing tasks".
For officials and public employees and members
Evaluation and classification of officials and public employees: Implement according to the regulations of the Government of Vietnam. Evaluation and classification must be based on the results of party members' tasks as per the Communist Party's Charter and assigned responsibilities.
Subjects: Communist Party members across the entire party, except those exempt from party activities and work.
Contents: According to the evaluation of party members.
Members' quality classification:
- Outstandingly performing Communist Party member: Must be excellent in completing assigned tasks and approved by more than two-thirds of official votes. If the member is an official or public employee, the member must be rated as "Outstandingly completing tasks" or proposed for the "Grassroots Emulation Fighter" title or awarded a "Commendation Certificate" by the ministry for excellent achievements within the year.
The number of members classified as "Outstandingly performing" should not exceed 15% of those classified as "Well-performing" and proposed for higher commendation; for cells with fewer than seven members, no more than one member can be classified as outstanding. In exceptional cases, the number may increase but should not exceed 20% of the number classified as "Well-performing".- Well-performing Communist Party member: Good completion of assigned tasks but not meeting the "Outstanding" standard and approved by more than half of official votes. If the member is an official or public employee, their classification must be "Well-performing" and above.- Completing tasks Communist Party member: Basic completion of assigned tasks and approved by more than half of official votes. If the member is an official or public employee, their classification must be "Completing tasks" or "Completing tasks with limitations" and above.- Not completing tasks Communist Party member: Members undergoing discipline from the Party, government, or mass organizations within one year or commit one of the following faults and approved by more than half of official votes:- Not completing tasks assigned by the party cell.- Classified as "Not completing tasks" among officials and public employees.- Violating party regulations or other offenses that affect the party's reputation and member's work position.- Not adhering to the organization's assignments or causing internal divisions.
Reports on collective and individual reviews should be sent to the superior level as per management hierarchy for officials and members, specifically:
- Reviews of collectives and individual members managed by the Central Bloc Party Committee should be sent to the Central Party.- Reviews of collective leadership of departments and units under the Bloc Party Committee and the Standing Committee of the Bloc; collective standing committees and party committees under the Bloc should be sent to the Bloc Party Committee.- Individual reviews of members like the Standing Committee of the Bloc Party Committee, Executive Committee members of the Bloc Party; Heads and Deputy Heads of the Bloc Party Committee's departments; Party Secretary, Deputy Secretary of the Bloc; Members of the Inspection Committee of the Bloc Party; secretary, deputy secretaries of subordinate party committees under the Bloc; executive committee members of subordinate party committees under the Bloc should be sent to the Bloc (except those managed by the Central Party Committee, which are sent directly to the Central Party).
Reports on the evaluation and classification results of party organizations and members from party committees under the Bloc should be sent to the Organization Committee of the Bloc Party (as per forms 7a, 7b attached). Deadline for submission: Reports should be sent to the Bloc Party immediately upon completion, with the final deadline being January 31, 2017.
