On August 30, 2024, the Minister of Construction issued Circular 08/2024/TT-BXD regulating the numbering and attaching of house numbers on houses and construction works in Vietnam.
Article 16 of Circular 08/2024/TT-BXD outlines the provisions for attaching house numbers on streets, alleys, and lanes in Vietnam as follows:
- Each house on the street, in an alley, or lane will have one house number sign. In cases where a house has multiple entrances from different streets, alleys, or lanes, the house number sign is attached at the main entrance. If the main entrance of the house is at the corner of two streets, alleys, or lanes, the numbering and house number attachment will follow the larger street, alley, or lane.
- The house number sign should be placed at an easily observable position, either to the left or above the main entrance. If the house has a fence close to the sidewalk or road, the house number sign should be attached to the main gate pillar, on the left side (when viewing from outside into the house).
In addition, for apartment units, Article 17 of Circular 08/2024/TT-BXD provides the following guidelines:
Each apartment unit will have one number sign. The apartment number will be indicated by a combination of the building symbol, floor number, and the apartment number determined according to the principles defined in Article 13 of Circular 08/2024/TT-BXD. The apartment number sign should be placed at an easily observable position, either to the left or above the main entrance of the apartment.
Specifically, Article 13 of Circular 08/2024/TT-BXD guides the numbering of apartment dwelling units as follows:
(1) Dwelling unit numbering uses a sequence of natural numbers in ascending order following the direction specified in clause 2 of this Article for dwelling unit numbering. Prefix the floor number to the apartment number, separated by a hyphen (e.g., 21-05).
(2) The direction of dwelling unit numbering is as follows:
- Clockwise direction, starting from the first apartment on the left of the main passage (elevator or stairs);
- In cases where the apartment building has multiple passages, the main passage will be determined by the investor. The numbering direction follows the principles specified in point a, clause 2, Article 13 of Circular 08/2024/TT-BXD.
(3) Floor numbering in apartment buildings is conducted as follows:
- Numbering floors from bottom to top, starting from the first floor of the building (excluding the basement). Use natural numbers (1, 2, 3,..., n with n being the total number of floors) to assign floor numbers in ascending order;
- In cases of non-continuous numbering, previous floor numbers can be combined with characters (e.g., 4 becomes 3A; 7 becomes 6A...). The ground floor can be named instead of the first floor; subsequent floors are numbered as 1, 2,..., n-1;
- If the building has basements, basement floors are numbered from the top basement down to the lowest basement, starting from the nearest basement to the first floor or ground floor. Use natural numbers (1, 2, 3,..., n for the total number of basement floors) for basement numbering, distinguished by a character decided by the investor before the basement number (e.g., B1, B2, B3,... or H1, H2, H3...).
(4) Numbering staircases in apartment buildings (from two shared staircases or more) is conducted from the main entry to the building; the first staircase from the left is numbered 1, subsequent staircases are numbered 2, 3,... n.
