Guidance on Allocating Budget Estimates for Facility Repairs

On September 18, 2017, the Ministry of Finance issued Circular 92/2017/TT-BTC providing specific guidance on the allocation of budget estimates for the repair of infrastructure.

the allocation of budget estimates for the repair of physical facilities is governed by Circular 42 as follows:

- Ministries, central, and local agencies allocate and assign state budget expenditure estimates to budget-using units must ensure that the expenditure estimates match those assigned by the Prime Minister of the Government of Vietnam, guided by the Ministry of Finance, decided by the People's Council, and assigned by the People's Committee in terms of total amount and details of each spending sector.

- For expenditure estimates from retained fees: Ministries, central, and local agencies allocate and assign estimates conformably according to the document stipulated by the competent authority for each retained fee.

- Accompanying documentation when allocating budget estimates for repair, maintenance, renovation, upgrading, and expansion of physical facilities includes the following:

- For repair, maintenance, renovation, upgrading, expansion projects with execution costs under 500 million VND, the documentation includes: Approval document from the competent authority: name of the project, repair, maintenance, renovation, upgrading, expansion objectives; necessity and reasons for implementation; project estimates approved by the competent authority.- For repair, maintenance, renovation, upgrading, expansion projects with execution costs from 500 million VND or more, governed by Circular 92, in addition to the documents required for projects with execution costs under 500 million VND; the agency, unit sends an additional approval decision for the repair, maintenance, renovation, upgrading, expansion project along with the project (or approval decision for the technical-economic report along with the technical-economic report for projects that only prepare a technical-economic report); the project, technical-economic report does not have to be approved before October 31 of the year preceding the planned year but must be available before the budget allocation.
