Regarding this matter, LawNet would like to answer as follows:
On May 8, 2024, the Ministry of Education and Training issued Official Dispatch 2099/BGDDT-GDTC on guiding the implementation of the Month of action for children in 2024.
Implementing the provisions of the Children Law regarding the annual Month of action for children, as stated in Official Dispatch 981/BLĐTBXH-CTE dated March 12, 2024, from the Ministry of Labor, Invalids and Social Affairs, guiding the implementation of the Month of action for children in 2024, and implementing Directive 28-CT/TW dated December 5, 2023, of the Politburo, on the strengthening of the care, education, and protection of children to meet the requirements of the country's prosperous and happy development; to ensure the effective implementation of the Month of action for children by the Departments of Education and Training, the Ministry of Education and Training provides guidelines on the content and activities of the Month of action for children in 2024 as follows:
(1) Theme: “Hành động thiết thực, ưu tiên nguồn lực cho trẻ em”. ("Concrete actions, prioritizing resources for children.")
(2) Key activities to be implemented:
- The Department of Education and Training, in coordination with the Department of Labor, Invalids, and Social Affairs and relevant units, takes the lead in implementing the following:
+ Develop specific plans to implement and respond to the Month of action for children in 2024; implement and replicate movements, models, and initiatives for the care, education, and protection of children.
+ Launch the Month of action for children in 2024: Depending on the conditions of the Departments of Education and Training, organize launching ceremonies and simultaneously implement specific and practical activities in line with the theme of the Month of action for children in 2024, starting on June 1, 2024.
+ Develop and implement a communication campaign for Month of action for children with the following messages: Concrete actions, prioritizing resources for children; Ensuring that children's rights are at the center of national policies and development strategies; The whole society cares for, educates, and protects children; Strengthening the care, education, and protection of children for the prosperous and happy development of the country; Hotline 111 - receiving information at all times, protecting children everywhere; Providing comprehensive mental health care for children's holistic development; Preventing accidents and injuries to ensure children's right to life; Listening to children for their care, education, and protection.
+ Mobilize businesses, organizations, and individuals to support and assist children and build facilities (schools, classrooms, boarding houses, libraries, playgrounds, etc.) for children.
- Implementation period: From June 1, 2024, to June 30, 2024.
(3) Prepare a report on the results of implementing the Month of action for children in 2024.
Units are required to prepare reports and submit them to the Ministry of Education and Training (through the Physical Education Department) before July 15, 2024, for the purpose of compiling reports according to the requirements.
According to the Children Law 2016, regulations on Month of action for children are as foll - The Month of Action for Children is annually organized in June to promote the “All people take care of, educate and protect children” movement; propagate, disseminate and mobilize agencies, organizations, educational establishments, families and individuals to implement policies, programs, plans and projects on children affairs, build works for children and mobilize resources for engaging in children affairs. - Ministry of Labour - Invalids and Social Affairs shall take the prime responsibility and coordinate with relevant agencies and organizations to direct and guide the implementation of the Month of Action for Children. |
