Granting Financial Autonomy to Public Science and Technology Organizations

This is one of the basic contents stipulated in Circular 90/2017/TT-BTC regarding the implementation of the financial autonomy mechanism for public science and technology organizations. To be specific::

Pursuant to the functions and tasks assigned by competent authorities and guidelines in Circular 90/2017/TT-BTC, public scientific and technological organizations shall develop a plan for financial autonomy and self-responsibility; submit it to the supervising authority for review, verification, and synthesis to obtain opinions from the Ministry of Finance (for public scientific and technological organizations under Ministries and central agencies) or the same-level financial authority (for public scientific and technological organizations under local management).

The financial authority is responsible for reviewing and providing written opinions on the financial autonomy classification plan of public scientific and technological organizations.

After receiving opinions from the financial authority, the supervising authority is responsible for submitting it to the Minister, the Head of the Government of Vietnam agency, or the Chairman of the People's Committee of the province or city under central authority (for public scientific and technological organizations under local management) for approval of the financial autonomy plan of the public scientific and technological organizations under their management.

Other agencies and organizations, based on the regulations in Circular 90/2017/TT-BTC, shall appraise and approve the financial autonomy plan of public scientific and technological organizations under their management after obtaining written opinions from the same-level financial authority.

In the final year of the stable period, public scientific and technological organizations shall report on the assessment of the implementation of the autonomy mechanism over the past 3 years. Based on the results of the previous period, the tasks of the planning year, and the following stable period, public scientific and technological organizations shall develop an autonomy plan for the next stable period and submit it to the superior management authority for review in conjunction with the state budget estimation time of the planning year.

The procedure for granting financial autonomy to public scientific and technological organizations in subsequent periods shall be implemented as stipulated in Clause 1, Article 7 of Circular 90/2017/TT-BTC.

Circular 90/2017/TT-BTC was issued on August 30, 2017, and officially came into effect on October 28, 2017.
