General Introduction to the Electrical Measurement Industry at Intermediate Level

Circular 48/2018/TT-BLDTBXH issued by the Ministry of Labor, Invalids and Social Affairs stipulates the minimum amount of knowledge and competency requirements that learners must achieve after graduating from intermediate level, college level in the fields of electrical engineering, electronics, and telecommunications will be effective from February 10, 2019.

According to the regulations on minimum knowledge volume and competency requirements that learners must achieve after graduating from intermediate level, college level in the electrical measurement industry and profession issued together with Circular 48/2018/TT-BLDTBXH, the intermediate level electrical measurement industry is a profession where practitioners operate, test, inspect, calibrate, and manage the measurement systems in transformer stations of the power transmission grid (with voltage levels from 220 kV to 500 kV), distribution grid (with voltage levels from 110 kV downwards), and power plants, meeting level 4 requirements in the Vietnam National Qualifications Framework.

The main tasks of the industry and profession are: Experimental calibration, inspection, calibration, installation of electrical measurement devices, including various types of DC and AC meters installed in electrical cabinets to measure voltage, current; active power meters, reactive power meters; induction and digital electronic energy meters used for single-phase and three-phase power grids. Additionally, calibration of handheld electrical measurement devices, calibration of measurement standards such as current source, voltage source, standard resistance... inspection of insulation resistance measuring devices (megaohm meter), ground resistance measuring devices (terometer).

Practitioners in the Electrical Measurement profession work in laboratories, repair and maintenance workshops in power plants, transmission transformer stations, intermediate transformer stations; centers for inspection and calibration of electrical measurement devices, power companies under electricity corporations; workshops producing electrical measurement devices and businesses trading electrical equipment.

Industry and profession requirements: This profession demands high accuracy, so workers must go through specialized training schools in electrical measurement. Due to the complexity of the industry and profession as well as the working environment, workers must be healthy, calm, quick-reacting, creative, and have a high sense of discipline in work. Additionally, they must strictly comply with the Electricity Law, Measurement Law, and the business processes of Vietnam Electricity Group.

Minimum knowledge volume: 1,485 hours (equivalent to 53 credits).

Furthermore, after graduation, learners are capable of meeting the requirements at the job positions of the industry and profession, including:

- Testing and inspecting transformers;- Testing and inspecting current transformers and voltage measurement transformers;- Testing and inspecting capacitors;- Testing high voltage electrical devices;- Installing electrical measurement devices;- Inspecting electrical measurement systems.
