This is the prominent content stipulated in Decree 49/2020/ND-CP guiding the Law on Criminal Enforcement regarding community reintegration, issued by the Government of Vietnam on April 17, 2020.

The state guides vocational orientation and enhances job-seeking capabilities for inmates upon re-entering the community, as stipulated in Article 6 of Decree 49/2020/ND-CP. Specifically:
- Detention facilities are responsible for checking and assessing the capabilities, needs, conditions, and circumstances of each inmate to guide them in preparing a reintegration plan for themselves; cooperate with Employment Service Centers to provide labor market information, vocational orientation, and job introductions for inmates.
- Based on the abilities and needs of inmates, the labor market, and specific conditions, three months before the inmate completes their prison sentence, the detention facilities shall formulate a plan and cooperate with relevant agencies and functional units to organize vocational training, skill enhancement, and issue vocational certificates to inmates.
- Inmates under 18 years old are prioritized for vocational training and skill enhancement to facilitate their community reintegration.
- The Ministry of Public Security shall chair and cooperate with the Ministry of Labor, Invalids, and Social Affairs to direct and guide the organization of vocational training, skill enhancement, and issue vocational certificates for inmates preparing to complete their prison sentences and contact enterprises and production facilities to introduce and create jobs for them.
Additionally, the Decree states that two months before the inmate's prison sentence ends, the detention facilities shall notify the Criminal Judgment Execution Agency at the district police level, the People's Committee at the commune level, or relevant agencies, organizations, units where the inmate will reside or work as stipulated in Clause 1, Article 46 of the Law on Execution of Criminal Judgments 2019.
Note: In cases where the inmate has no place to return to, cannot determine where they will reside after completing the prison sentence, and is eligible for care and support at social protection centers, the detention facilities shall request the People's Committee at the commune level and the local Department of Labor, Invalids, and Social Affairs where the inmate serves the sentence cooperate to complete procedures to accept the inmate into social protection centers of the locality immediately after they finish serving the prison sentence.
