This is an important regulation mentioned in Circular 05/2013/TT-BLDTBXH of the Ministry of Labor, War Invalids and Social Affairs, which provides guidance on the procedures for dossier preparation, dossier management, and the implementation of preferential policies for people who have rendered meritorious services to the revolution and their relatives.
Article 53 Circular 05/2013/TT-BLDTBXH stipulates the cases to note regarding preferential policies for people with meritorious services to the revolution and their families since this Circular takes effect - July 1, 2013, as follows:

- In the case of individuals who participated in the resistance and were affected by chemical toxins, resulting in a reduction of labor capacity below 21% as concluded by the Medical Assessment Council, and who were receiving policies before June 1, 2013, will be transitioned to receive allowances for reduced labor capacity ranging from 21% to 40%.- In the case where Vietnamese Heroic Mothers, individuals who participated in the resistance and were affected by chemical toxins with a reduction in labor capacity of 81% or more, individuals who engaged in revolutionary activities, or who were imprisoned or exiled by the enemy, confirmed before the Ordinance 04/2012/UBTVQH13 dated July 16, 2012, took effect but died from September 1, 2012, onward, without receiving attendant or monthly allowances, the family representative is entitled to reclaim allowances from September 1, 2012, to the date of death of the merited person.- In the case of relatives of martyrs or relatives of those with meritorious services to the revolution who were receiving monthly death benefits but died from January 1, 2013, onward and had not received death benefit allowances following the regulations of Ordinance 04/2012/UBTVQH13 dated July 16, 2012, the family representative is entitled to collect the differential allowance from January 1, 2013, to the date of death of the relative who was receiving monthly death benefits.
